Abstract: This study explores how students negotiate complex and sensitive issues in schools, focussing on the October 7, 2023, attacks and their consequences. Drawing on discourse analysis informed by Foucault and discursive psychology, we analyse students’ talk in focus group discussions as situated social action, examining how they make sense of events, construct accounts and position themselves and others. The analysis provides empirical insights into how students navigate a contested topic and contributes to pedagogical approaches that support democratic dialogue and critical engagement. The results show that students negotiate meaning through a knowledge positioning discourse, which shapes students’ willingness to engage amid epistemic ambiguity; a moral positioning discourse, which introduces pressures to take a stance and challenges deliberative ideals; and an anti-antisemitism discourse, which exposes tensions between critique of Zionism and antisemitism. Findings reveal that reliance on media-informed narratives, moral framings and contested identity categories can both enable and constrain dialogue, sometimes reinforcing polarisation and feelings of alienation. The study argues for pedagogical strategies that foster epistemic security, promote perspective-taking and critically engage with the politics of language to dismantle stereotypes and prevent dichotomous narratives.
Abstract: Der 7. Oktober 2023, der brutale Terrorangriff der Hamas auf Israel mit rund 1200 Ermordeten und hunderten Verschleppten und der anschließende Krieg in Gaza markieren auch hierzulande eine Zäsur. Unmittelbar nach Bekanntwerden des Terrorangriffs der Hamas auf Israel am 7. Oktober und des kurz darauf beginnenden
und zum Veröffentlichungszeitpunkt dieser Publikation noch laufenden Krieges in Gaza, erreichte die Bildungsstätte Anne Frank eine Flut an Anfragen. Insbesondere Lehrkräfte und andere an Schule beschäftigte Fachkräfte meldeten sich mit der Bitte nach Beratung und Fortbildung zum Umgang mit Terror, Krieg und den sich daran entzündenden Folgen hierzulande.
Unser Team reagierte schnell mit einer Vielzahl ad hoc durchgeführter digitaler Gesprächsangebote, mit Fortbildungen vor Ort, mit Veranstaltungen, Publikationen und Materialien. Den ersten Jahrestag des
7. Oktobers 2023 nahmen wir zum Anlass, die aktuellen Bedarfe an Schulen systematisch zu erfassen – eine Lücke, die wir mit einer Online-Umfrage unter Lehrkräften schließen. Ziel war es zu erfassen, ob und in welcher Weise der 7. Oktober 2023 und der Gaza-Krieg ein Jahr später noch Thema in den Schulen sind, wie die Lehrkräfte damit umgehen und welche Unterstützung sie sich dabei wünschen.
Zwischen dem 09.09.24 und 23.09.24 haben sich 159 Lehrkräfte aller Schulformen, vor allem aus Gymnasien, Berufs- und Gesamtschulen und mit 98 Prozent überwiegend aus Hessen, an der Umfrage beteiligt. Ihnen und ihren aussagekräftigen Antworten, die wir auf den folgenden Seiten präsentieren, gilt unser ausdrücklicher
Dank. Ihre Antworten zeigen, dass dem Thema große Wichtigkeit beigemessen wird und einzelne Lehrkräfte im Rahmen ihrer Möglichkeiten versuchen, den sogenannten Nahostkonflikt zu thematisieren – dass strukturelle Zwänge, insbesondere mangelnde zeitliche Kapazitäten, einen angemessenen Umgang mit der Thematik
aber erschweren.
Die Umfrage bestätigt uns in unserer Forderung nach einer Bildungsoffensive, die Schulen in all ihrer Heterogenität dazu befähigt und sie mit den entsprechenden zeitlichen und materiellen Ressourcen ausstattet, den Nahostkonflikt und andere komplexe globale Konflikte unserer Zeit, deren Geschichte und gesellschaftspolitische Dimensionen besser verstehen und einordnen zu können.
Ziel muss es sein, dass Lehrkräfte sprechfähig sind zu den Themen, die ihre Schüler*innen und uns als Gesellschaft bewegen – und entsprechend der vielfältigen Identitäten und Positionen im Raum Schule sind Perspektivwechsel dafür unumgänglich. Insbesondere müssen dabei auch der digitale Raum und dessen besondere Dynamiken1
mit adressiert werden – die Umfrageergebnisse zeigen überdeutlich, dass es an Strategien des Umgangs mit den Sozialen Medien mangelt, hier bedarf es einer konsequenten Verzahnung medienpädagogischer Angebote mit Inhalten der politischen Bildung.
Abstract: The research presented in this article was inspired by an interest in analyzing how antisemitism features in civic orientation courses for newly arrived immigrants in Sweden. In Sweden, as elsewhere in Europe, migration policies have changed in recent years emphasizing integration and adaptation to national norms and values, including ideals such as democracy, gender equality, freedom of speech, etc. One novel task assigned to the course organizers and the teachers (referred to as civic orientation communicators) is to address issues of antisemitism among immigrants. The data for this article have been generated through interviews with communicators and leaders of such course activities. Two research questions are explored: First, how antisemitism is interpreted by the interviewees, and, second, what experiences of encountering antisemitic expressions during courses they report. The data have been analysed using Thematic Analysis. The results show that a clear majority of the communicators holds a reductionistic interpretation of antisemitism, limiting it to specific historical events and violence against Jews, rather than viewing it as a type of discourse that is contemporary and continuously reproduced. It is argued that the reductionistic interpretation of antisemitism leads to a situation where antisemitic attitudes and comments are not perceived as antisemitic, nor responded to at an ideological level during the courses.
Abstract: The article examines the challenges of antisemitism-critical education in Germany in the aftermath of the events of October 7, 2023. It highlights how structural deficits, limited professional training, and the constraints of funding frameworks often leave educational practitioners unable to adequately identify or address antisemitism. Empirical evidence demonstrates that schools and youth welfare organizations frequently rely on repressive measures rather than dialogical approaches, which complicates the protection of Jewish students. The article outlines the theoretical foundations of antisemitism-critical education, differentiates it from preventive education paradigms, and discusses its implications for the German educational landscape. It further critically considers the dependence on project-based funding, the predominance of security-oriented logic, and the strong institutional focus on schools. Finally, it argues for an emancipatory approach to antisemitism-focused education in Germany, emphasizing multi-professional collaboration, structural reform, and the creation of learning environments that go beyond a purely preventive framework.

Abstract: Im vorliegenden Studienbericht werden die zentralen Befunde aus einer in Sachsen-Anhalt in den Jahren 2021–2023 durchgeführten Studie zu Antisemitismus im institutionellen Kontext Schule vorgestellt und diskutiert. Die Studie ist Teil einer Bundesländerstudienreihe, die seit 2017 am Forschungsbereich des Kompetenzzentrums für Antisemitismuskritische Bildung und Forschung durchgeführt wird – seit 2021 in einer institutionalisierten Forschungskooperation mit der Fachhochschule Potsdam.
Im Rahmen der Studienreihe wurden neben der Studie in Sachsen-Anhalt regionale Studien in Berlin, Baden-Württemberg, Thüringen und Sachsen umgesetzt.
In einer bundesweiten Familienstudie wurden zudem Erfahrungen mit Antisemitismus an Schulen aus den Perspektiven jüdischer Jugendlicher und jüdischer Familien untersucht. Diese Befunde fließen in die Bundesländerstudienreihe mit ein und bilden die Grundlage für die Analyse jüdischer Erfahrungen im Kontext der Institution Schule. Das Erkenntnisinteresse der Bundesländerstudien betrifft in erster Linie die Wahrnehmungen, Deutungen und Praktiken im Umgang mit Antisemitismus in der Institution Schule aus den Perspektiven von (ehemaligen) jüdischen Schüler*innen, Lehrkräften und weiteren schulischen Fachkräften. Die vertiefenden Untersuchungen in einzelnen Bundesländern als Teil der Bundesländerstudienreihe sollen zudem
die Berücksichtigung regionaler gesellschaftlicher, bildungspolitischer und historischer Spezifika im Umgang mit Antisemitismus sowie langfristig einen Vergleich zwischen den Bundesländern ermöglichen.
In diesem Bericht gehen wir zunächst auf den Hintergrund der Studie in Sachsen-Anhalt ein, skizzieren exemplarisch den Forschungsstand, ordnen den methodologischen Zugang zu Antisemitismus als Diskriminierungs- und Gewaltform im institutionellen Kontext Schule ein, erläutern das Forschungsdesign und diskutieren schließlich die Befunde und Reflexionsempfehlungen. Zu beachten ist, dass die Daten vor dem antisemitischen Massaker durch islamistische Terrorgruppen in Israel im Oktober 2023 und dem darauffolgenden Anstieg des offenen Antisemitismus in Deutschland erhoben wurden. Dieser Bericht gibt somit vertiefte Einblicke in den Umgang mit Antisemitismus im Schulalltag in Sachsen-Anhalt aus jüdischen und nichtjüdischen Perspektiven vor dem Terror des 7. Oktobers. Studienteilnehmende einer anderen Studie (vgl. Chernivsky / Lorenz-Sinai 2024 b) zu den Auswirkungen des 7. Oktobers auf jüdische und israelische Communities beschreiben die Folgen des Terrorangriffs als weitreichende »Zäsur«. Jüdische Eltern schildern ihre Sorgen, dass die Bekanntgabe der jüdischen Identität ihrer Kinder im Kontext Schule gegen sie genutzt werden könnte. Insofern sind die Befunde aus der in den Jahren 2021–2023 in Sachsen-Anhalt durchgeführten Studie nicht veraltet, sondern bilden jüdische Alltagserfahrungen und Lehrer*innenperspektiven auf Antisemitismus ab. Zugleich kann auch in Sachsen-Anhalt seit dem 7. Oktober 2023 von einer Veränderung des Sicherheitsgefühls jüdischer Familien und Lehrkräfte im Raum Schule ausgegangen werden sowie von einer Zunahme antisemitischer Übergriffe.
Abstract: Depuis le début des années 2000, l’enseignement de la Shoah est perçu en France comme une question socialement vive susceptible de déréguler les pratiques de classe. Cette thèse en sciences de l’éducation étudie l’expérience de l’enseignement de la Shoah des profes-seurs du secondaire en France. En s’appuyant sur 30 entretiens semi-directifs, la recherche montre, de l’intérieur, comment les professeurs interrogés perçoivent cet enseignement, ses difficultés et s’intéresse aux réponses déployées par les interrogés. Les résultats montrent les difficultés provenant du côté des élèves : saturation présumée, antisémitisme, concur-rence des mémoires, mais aussi concurrence entre les savoirs sociaux et le savoir scolaire. Du côté des enseignants, apparaît également la vivacité de la question, divisant davantage qu’elle ne fédère les membres de l’équipe éducative. De plus, l’impact émotionnel sur l’enseignant que la confrontation entre savoir scolaire et savoir social véhiculé par les élèves peut engendrer, accentue les difficultés rencontrées. Les professeurs qui montrent une assu-rance dans cet enseignement révèlent au travers des récits de vie de classe, qu’ils investis-sent pleinement le pôle didactique et le pôle pédagogique de la fonction de professeur. Aller à la rencontre de ce savoir social avec bienveillance et exigence, faire dire mais ne pas lais-ser dire amènent ces professeurs à répondre dans le cadre d’un savoir historique, précis et rigoureux qui refuse la dérive relativiste ou normative (Legardez, 2006). L’énoncé de repères éthiques et citoyens, une vigilance quant à la gestion de l’émotion dans la classe y compris de celle de l’enseignant, participent aussi au cadre construit par les professeurs. Ainsi ces derniers alternent entre le pôle didactique le pôle pédagogique, ce qui leur permet de rentrer dans « le fonctionnement improvisationnel de l’enseignant expert » (Tochon, 1993). L’enseignement de la Shoah dans certaines situations sensibles est assimilé à un combat. Une typologie inspirée des travaux de Jacques Pain (1992) sur la régulation de la violence délinquante par les arts martiaux émerge : combattant stratège, combattant intrépide, com-battant émotif, ou témoin distancié sont les différentes figures enseignantes qui se dégagent de cette recherche.
Abstract: The paper is devoted to the presentation of the results of a research survey, the aim of which was to find out the opinions of teachers who were professionally working at the first level of primary schools at the time of the quantitative research survey. A total of 319 primary school first cycle teacher education students, 300 females and 19 males, participated in the study at different stage I of their studies. A certain limit to the inclusion of these events in teaching at all levels of institutional education, from our point of view, is the concern of educators about the reaction of the pupils’ legal representatives. We are convinced that, with appropriately chosen methods and forms of teaching, the Shoah can be implemented in the teaching of the first level of primary schools through methods that lead to the de-abstraction of this phenomenon. In most cases in favor of integrating the Shoah phenomenon into teaching at the first level of primary schools, especially through authentic artistic creations of children.
IMPACT STATEMENT
The paper is devoted to the presentation of the results of a research investigation conducted among 319 students of teaching for the first stage of primary schools. The evaluation of the questionnaires shows that most issues are included in the eighth grade of primary school, in the subject of History, which is predestined by its content to integrate events anchored in history. The subjects of Civic Education and Czech Language and Literature also scored significantly. Positive responses were received, while Education in European and Global Contexts, Education for Democratic Citizenship and Multicultural Education were among the cross-cutting themes.

Abstract: Teaching about the Holocaust is a deeply sensitive and controversial topic in the Republic of Latvia. Due to a Soviet-imposed silence on the topic and the developing nature of democratic education in Latvia, many schools cover this history superficially, if it is covered at all. This study examines a cross-cultural curriculum development project that sought to break the historical silence surrounding the Holocaust in Latvia and provide Latvian teachers with an inviting, defensible, and efficacious curriculum that is both sensitive to societal reluctance to discuss the Holocaust and responsive to the needs of students living in a pluralistic democracy. This ethnographic and descriptive case study draws on multiple interviews with curriculum writers and project personnel, as well as field notes from the 18 month project, and examines how writers arrived at the curricular purposes, aims, goals, and content that would open this closed area. Significant findings include new understandings of the challenges and promises of cross-cultural curriculum deliberation, as well as an analysis of the choices involved in creating a new Holocaust curriculum. These findings suggest numerous implications and considerations for other former Soviet republics and more established democracies grappling with how to develop curricula through just processes while producing materials that foster democratic citizenship.
Abstract: While Holocaust memory underscores the significance of freedom, the actual enactment of freedom varies across different countries, posing a vital question for educating about the Holocaust. How do educators navigate this dissonance? Do they serve as conduits for government perspectives, or do they exercise their teacher autonomy? As part of a comparative study examining shifts in Holocaust memory in Europe from 2020 to 2022, my colleagues and I conducted in-depth interviews with 75 Holocaust educators from Poland, Hungary, Germany, and England, inviting them to share their life stories and professional experiences. This article delves into a recurring theme found within these educators’ narratives: the appreciation of freedom and choice.
To interpret the significance of this theme, I integrate educational theories on ‘difficult history’ and teacher autonomy with theories of psychological reactance and the freedom quotient (FQ). I draw on Isaiah Berlin's concepts of negative and positive liberty to bridge the personal and societal dimensions. The resulting model provides a framework for the study's findings. As expected, teachers from Poland and Hungary felt their negative liberty was constrained, while those from Germany and England reported a greater degree of autonomy. More surprisingly, limited negative liberty led many interviewees from Poland and Hungary to find powerful ways to express their inner freedom. These included resistance to authority, activism within and beyond the classroom, and the application of diverse and creative pedagogical approaches in EaH. The interviews also pointed to a connection between higher levels of negative liberty in Germany and England, and a plurality of content and goals in EaH within these countries. In light of these findings, I offer policy and educational recommendations.
Abstract: Continuity and Change: Ten Years of Teaching and Learning about the Holocaust in England’s secondary schools, published in 2023, explores the development of Holocaust education in the decade following the Centre’s landmark 2009 study Teaching about the Holocaust in English Secondary Schools: An empirical study of national trends, perspectives and practice
The Continuity and Change study examines teachers’ aims, definitions, content, pedagogy, assessment, knowledge, understanding, curriculum planning, challenges encountered and training experiences in 2019/20 and explores how this compares with the situation in 2009. Like its counterpart in 2009, the Continuity and Change study took a mixed methods approach. In total, 1,077 teachers from across England completed a comprehensive survey with 964 of them reporting they had taught about the Holocaust during the previous three years. Interviews were conducted with a subsample of survey respondents to discuss their teaching practice in greater depth. In total, 134 teachers from 45 schools across England took part in either small group or individual interviews.

Abstract: Malmö stad har under hösten 2020 undersökt förekomsten av antisemitism och förutsättningarna för judiskt liv i Malmös förskolor, skolor, gymnasier och vuxenutbildning. Resultatet presenteras nu i en rapport tillsammans med en forskningsöversikt och förslag på åtgärder framåt. Undersökningen och rapporten är en del av Malmö stad och Judiska Församlingen Malmös samverkansöverenskommelse.
Rapporten handlar om att motarbeta antisemitism och stärka förutsättningarna för judiskt liv i Malmös förskolor, skolor, gymnasier och vuxenutbildning. Studien består av intervjuer med skolpersonal och judiska barn och unga i Malmö, vilket kompletteras med en skolpersonalenkät utförd i några av Malmös grundskolor och gymnasier, samt en forskningsöversikt.
- Antisemitismen i Malmö är ett verkligt problem med tydliga offer, men frågan är mer mångbottnad än vad den ibland beskrivs som. Målsättningen med det här arbetet är att, utifrån kunskap och forskning, identifiera problem och behov i Malmös skolor för att skapa förutsättningar för att arbeta systematiskt med dessa frågor i utbildningen, säger Mirjam Katzin, samordnare för arbetet mot antisemitism och författare till rapporten.
Resultatet visar att det ofta saknas tillräckliga förutsättningar och förkunskaper hos skolpersonal för att arbeta mot antisemitism. För att förebygga rasism och antisemitism är en ökad kunskapsnivå central. Detta gäller i första hand lärare och annan skolpersonal och i andra hand eleverna. Slutsatsen är att det behövs kunskap och utbildning i demokrati, rättigheter, antirasism och specifikt frågor om antisemitism, konspirationsteorier, Israel/Palestina och de nationella minoriteterna.
Abstract: „Antisemitismus ist an deutschen Schulen Normalität.“ Zu diesem Ergebnis kommt die im Dezember 2018 veröffentlichte Studie „‚Mach mal keine Judenaktion!‘ Herausforderungen und Lösungsansätze in der professionellen Bildungs- und Sozialarbeit gegen Antisemitismus“ von Prof. Dr. Julia Bernstein unter Mitarbeit von Florian Diddens, Ricarda Theiss und Nathalie Friedlender.
Für die Studie wurden 227 Interviews an 171 Schulen mit jüdischen Schülerinnen und Schülern, deren Eltern, mit jüdischen und nichtjüdischen Lehrkräften sowie mit Fachleuten aus der Sozialarbeit und aus Bildungsorganisationen durchgeführt. Die Befunde von Prof. Dr. Bernstein zeigen, dass antisemitische Äußerungen und Handlungen an Schulen normal sind und häufig nicht erkannt werden. Jüdische Kinder und Jugendliche erleben subtile Anmerkungen, diffuse Ablehnung, offenen Hass und Gewalt. Die offene Selbstpräsentation als Jüdin_Jude in der Schule wird aufgrund der Gefahr von antisemitischen Angriffen weitgehend vermieden. Die Perspektive der jüdischen Lehrer_innen zeigt, dass sie als offen auftretende religiöse Jüdinnen_Juden sowohl von der Schulleitung und im Kollegium als auch von Schüler_innen Benachteiligungen, teils sogar Anfeindungen erfahren.
Es ist die erste empirische Studie zu Antisemitismus im schulischen Bereich, die die Perspektiven von Jüdinnen und Juden in den Vordergrund stellt. Die Studie schlüsselt die Erlebnisberichte aus drei Perspektiven auf: die der jüdischen Schüler/-innen, die der nicht-jüdischen Lehrkräfte und die der jüdischen Lehrkräfte.
Abstract: Welche Erfahrungen machen Lehrer*innen mit Antisemitismus und Diskriminierung an Schulen? Welchen Umgang mit antisemitischen Phänomenen praktizieren sie? Welche Praktiken, Präventions- und Interventionsansätze sind bereits etabliert, welche könnten zusätzlich vorgeschlagen, entwickelt und implementiert werden?
Die qualitative Studie „Umgang mit Antisemitismus im Kontext Schule – Berlin“ ist eine Bedarfsanalyse, die vom Kompetenzzentrum für Prävention und Empowerment (ZWST) durchgeführt wird. Hierin wird nach den Sichtweisen, Strategien und Ansätzen von Lehrer*innen, Schulleitungen und Bildungsverwaltung in Bezug auf Antisemitismus und weiteren Diskriminierungsformen an unterschiedlichen Schulen gefragt. Ein wissenschaftlicher Beirat berät die Umsetzung des Forschungsprojekts. Die Umsetzung der Studie findet mit Genehmigung durch die Senatsverwaltung für Bildung, Jugend und Familie statt.
Der Ausgangspunkt praxisorientierter Forschung im Kompetenzzentrum sind langjährige Erfahrungen im Präventions- und Interventionsbereich unterschiedlicher Bildungseinrichtungen. Sowohl die pädagogische Beratung von Schulen als auch die zahlreichen Anfragen seitens betroffener Familien begründen den Bedarf an empirischer Fundierung pädagogischen Handelns im Umgang mit antisemitischer Diskriminierung. Dabei ist es dem Kompetenzzentrum wichtig, mit Lehrer*innen ins Gespräch zu kommen und ihre Anliegen zu erfassen, um gezielt unterstützen zu können.
Auf der methodischen Grundlage der qualitativen Sozialforschung finden vertiefende Einzelinterviews, Gruppendiskussionen sowie fallbezogene Praxisgespräche mit Lehrer*innen, Schulpsycholog*innen und weiteren schulbezogenen Akteur*innen statt.
Dabei werden folgende Forschungsfragen bearbeitet:
Welches Verständnis von Antisemitismus bringen Lehrer*innen in den schulischen Alltag ein?
Welche Umgangsweisen praktizieren Lehrer*innen?
Auf welche Unterstützungssysteme greifen Lehrer*innen dabei zurück?
Welche Ansätze und Methoden können Lehrer*innen darin unterstützen, Antisemitismus und Diskriminierungen vorzubeugen und mit Vorfällen umzugehen?
Welche institutionellen Rahmenbedingungen können hierfür geschaffen werden?
Das Ziel der Studie ist eine Bedarfsanalyse in Bezug auf den Umgang mit Antisemitismus unter Berücksichtigung von Handlungsräumen und Strukturen der Institution Schule. Auf dieser Grundlage werden Empfehlungen für die Prävention und Intervention formuliert. Die Perspektive von Lehrer*innen bietet dabei zentrale Einsichten für die Erstellung einer Gesamtstrategie gegen Antisemitismus auf schulischer, struktureller und bildungspolitischer Ebene.
