Abstract: The brutal, racist murder of George Floyd on 25 May 2020 sparked a reckoning about the treatment of Black people all over the world, and the undeniable reality of systemic racism and discrimination in societies on both sides of the Atlantic. We vociferously expressed our concerns about this at the time. However, we realised that we needed to go further. No community is immune from the scourge of prejudice and ours is no exception. As society as a whole sought to examine racial diversity, the Board of Deputies became aware of moving and concerning testimonies of Black members of our own community about their experiences.
As such, we launched this Commission to learn more about the experiences of Black Jews, Jews of Colour and Sephardi, Mizrahi and Yemenite Jews, to examine the issues and make recommendations for how our community can do better. We were delighted that the eminent journalist of Black and Jewish heritage, Stephen Bush, agreed to Chair the Commission.
The report’s release in the week that George Floyd’s murderer has been found guilty, and on this year’s Stephen Lawrence Day, feels particularly poignant, especially given the Commission’s many references to the Macpherson report into the murder of Stephen Lawrence.
Our Commission has considered 17 different areas of communal life, and the ground-breaking report makes 119 recommendations, with profound implications for British Jewry. Among them are the following:
Representative bodies and organisations involved in rabbinic training should encourage members of under-represented ethnic groups to put themselves forward for communal roles
Jewish schools should ensure that their secular curriculum engages with Black history, enslavement and the legacy of colonialism, and review their curriculum through a process led by students, particularly those who define as Black or of Colour
Jewish studies departments should ensure that their teaching celebrates and engages with the racial and cultural diversity of the Jewish community worldwide, including Mizrahi, Sephardi and Yemenite tradition
Communal institutions, particularly synagogues and schools, should commemorate key dates for diverse parts of the community, like the Ethiopian Jewish festival of Sigd and the official Day to Mark the Departure and Expulsion of Jews from the Arab Countries and Iran (30th November)
Schools and youth movements should improve training for teachers and youth leaders on tackling racist incidents
Communal bodies and Jewish schools should establish regular listening exercises that seek the concerns of their members or students
Communal bodies should ensure that complaints processes are accessible, transparent, fair and robust, with all complaints related to racism handled according to the Macpherson principle, and specific new processes for handling complaints about security
Communal venues should ensure that their security guards or volunteers desist from racial profiling
Communal venues should institute bag searches for all visitors, including regular attendees, so as not to stigmatise people who look different, without compromising on security
A code of conduct should be developed for discourse on social media, making clear that attempts to delegitimise converts, calling people names such as ‘Kapo’, or using Yiddish terms such as ‘Shvartzer’ in a racist way, are completely unacceptable
Batei Din should improve processes for conversion, including stricter vetting of teachers and host families, and a clearer process for complaints
Abstract: Produced by JPR on behalf of the Board of Deputies of British Jews, and authored by JPR Executive Director, Dr Jonathan Boyd, this statistical bulletin contains data on Jewish school enrolment in the UK for the academic years 2015/16 to 2017/18. It is intended to help community educators and policy makers monitor changing trends over time and to inform thinking about the development of the field.
The report confirms and adds to our existing understanding of enrolment, demonstrating again that more and more Jewish children are going to Jewish schools. The actual number has risen from about 5,000 in the 1950s to close to 35,000 today, a period which, by contrast, has also seen the UK Jewish population as a whole decline by about 30%. The most acute numerical increase has occurred over the past twenty years or so, with the total more or less doubling from about 17,000 in the mid-1990s to the level found today.
Amongst the key findings in the paper:
There were 34,547 Jewish children studying in Jewish schools in the academic year 2017/18.
This represents an increase of 3,633 children, or 11.8% since the last figures were published for the academic year 2014/2015.
This increase can be observed in both the mainstream and strictly Orthodox sectors: the mainstream sector had 1,666 more Jewish children in 2017/18 compared to 2014/15; the strictly Orthodox sector had an additional 2,367 children over the same period.
58% of Jewish children in Jewish schools are in strictly Orthodox schools; 42% in non-strictly Orthodox or ‘mainstream’ Jewish schools.
Three quarters of all Jewish children in Jewish schools are in the Greater London area or South Hertfordshire.
Enrolment in strictly Orthodox schools continues to increase dramatically over time, increasing by an estimated 166%, or over 12,000 children, since the mid-1990s.
The annual growth rate of the strictly Orthodox sector is estimated to be about 4.3%, compared to 3.1% in the mainstream sector.
The growth of the Jewish school sector is a reflection both of high fertility levels in the strictly Orthodox part of the Jewish community, and a growing interest in Jewish schooling within the more mainstream part of it. UK Jewish community leaders have focused considerable attention on Jewish schooling in recent years out of concerns about declining levels of Jewish knowledge and engagement. However, as these schools have developed, considerable attention has focused on general academic quality which has helped to attract higher numbers of pupils. In turn, as the choice of Jewish schooling has become more common, it has also grown in acceptability, pushing up numbers still further.
Abstract: This study, which forms part of JPR’s research programme for the Board of Deputies of British Jews, investigates the numbers of births and deaths that have taken place in Jewish population of the UK in recent years. Births and deaths reflect natural life events and are critical to understanding how the population is changing over time, particularly in terms of its size and structure. By monitoring the balance of births over deaths or vice versa (i.e. natural increase or decrease), it is possible to predict future trends, including the stability, growth or decline of the population.
The report, authored by JPR research Fellow, Donatella Casale Mashiah, demonstrates that the UK Jewish community has turned an important corner in recent years. Following several decades of demographic decline, during which Jewish deaths consistently exceeded Jewish births, births have exceeded deaths in every year since 2006, which implies Jewish demographic growth in the UK, all other factors being equal (e.g. migration, adhesions, renouncements).
The total number of Jewish births per annum in the UK has increased by about 25% over the past decade, peaking in 2011 at 3,869. This has more to do with birth rates in the strictly Orthodox part of the Jewish community than the remainder, although both sectors have seen an increase.
By contrast, the number of Jewish deaths per annum has been falling over time, broadly in line with national trends, due to increasing life expectancy. 2,411 Jewish death were recorded in the UK in 2016, the lowest number on record. The average between 1979 and 2016 was 3,738.
Denominationally, the majority of deaths (68%) in 2018 were ‘central Orthodox’ – i.e. funerals conducted under the auspices of the United Synagogue, the Federation of Synagogues, or independent modern Orthodox synagogues. These were followed, in turn, by Reform at 18%, Liberal at 6%, Sephardi at 4%, Strictly Orthodox at 2% and Masorti at 1%. These proportions are reflective of the relative size of each group in the Jewish population at the oldest age bands.
Beyond the overarching story of the Jewish population that these data reveal, the numbers themselves are also essential for planning purposes. They are of significant value to local authorities, politicians, community leaders, educators and charitable organisations among others, since they can be applied to assess a variety of communal needs, such as childcare facilities, school places, elderly care facilities, religious services and burial grounds.
Abstract: This report describes a study of the Jewish population of the London Borough of Hackney based on the 1971 Census. It was borne from the lack of an official religious or communal census, which has meant that until the present time, the Jewish demographic studies that have been undertaken in Britain were solely of a global nature. This produced results of vital statistics, as well as gross totals of Jews, but only from unofficial sources or by indirect methods. Most of these studies relied for their information on Jewish sources such as synagogue statistics, which were often inaccurate and out of date. The need for accurate statistics in order to plan amenities such as schools, youth clubs, old age homes, and other communal facilities is well known and appreciated, but no material has so far been produced that will shed any useful light on such problems. It was determined that at this stage it would be impossible to undertake our own survey of the Jewish population, either of the country or any large centre, so it was decided to concentrate our
efforts on a compact and accessible geographical area with a large number of Jews. Efforts were directed towards finding some way of using official statistics from the 1971 Census, in particular of the borough of Hackney.
The study has shown that the Jewish population of Hackney is a variegated and diverse group of people. However, most of them felt that they had some links or group identity in common, whether culturally or religiously-based, and they were certainly seen as a cohesive ethnic grouping by other Hackney residents. Many of the Adath-Orthodox are happy to remain distant from both the mainstream of Anglo-Jewish life and many facets of twentieth century urban civilization, but the poor and aged, like many other inner city dwellers, have a feeling that they are a forgotten people living in physical insecurity in a high crime area. It is hoped that this study will bring to the attention of the Jewish community and all our fellow British citizens, that there still exists, in the 1970s, a Jewish proletariat in the inner city whose needs must not be forgotten. With such knowledge we in Britain may learn from the mistakes of American society when dealing with the complex problems of poor multi-ethnic neighborhoods.

• Faith communities tend to be heterogeneous rather than homogenous and the diversity of all faith communities must be recognised.
• Public policymakers need to be aware of cultural sensitivities in devel-oping policies that promote cohesion and integration. This can only be achieved through promoting shared values whilst acknowledging the positive contribution that the diverse minority make to Britain.
• Government must be sensitive, astute and acknowledge that integra-tion takes time. The Home Office has acknowledged in the past, one size does not fit all and a tailor-made approach to cohesion is needed. Inequality and poverty need to be tackled to achieve social cohesion.
• The Government has provided welcomed support for voluntary sector initiatives and worked in partnership with them in building cohesion through a variety of programmes. However, the public sector needs to encourage the sustainability of these projects and good practice by fo-cussing on both a long term strategic framework and longer term fund-ing cycles for these projects.
• There is a need to understand the complexity of religious belief and faith communities and their different needs. In addition, there needs to be an acknowledgement by policymakers that communities have a wide range of views on many issues.
• There are many instances where ethnic and faith minority communi-ties work together on issues where we are all affected. However, while sometimes communities and individuals within them agree on issues, sometimes they disagree. The essential thing is to build a framework for open and respectful dialogue where good relationships are main-tained through better communication.
• It is evident that British citizens increasingly have multi-dimensional identities. In particular more work needs to be done to explore the rela-tionship between faith and ethnicity.
Specific:
• The Jewish community is diverse.
• The Jewish community sees itself as simultaneously a people, faith and ethnic group. It is not useful to compartmentalise these identities.
• British Jewry has developed over several centuries a notion of ‘inte-gration without assimilation’.
• Jewish experience of immigration shows that integration can happen but takes time, in particular in terms of institutional development.
• The Jewish community promotes inter and intra communal initiatives on a number of levels in the areas of social cohesion, education, community development, interfaith relations, social action and welfare. Strategic national, regional and grassroots projects exist that are sup-ported by the public, private and voluntary sectors
• Rising numbers of antisemitic attacks is a concern that needs to be tackled.
• The Jewish community is keen to promote good community relations.

Abstract: From the Introduction by Rosalind Peston (Chair of the Task Force): Since the publication of Women in the Jewish Community in 1994
I have been asked on numerous occasions, ‘What happened to your
report and its many recommendations?’.
In 2008 I approached the Board of Deputies of British Jews with a
view to re-visiting the work we had carried out a decade and a half
earlier. It soon became apparent that we had to broaden the scope
of our original project, reaching out not just to those women who
contributed to the ideas in our 1994 report and whose lives had
now moved on, but to a whole new generation of younger Jews.
The intervening fifteen years had seen many changes in family
structure and attitudes to personal relationships, in the economic
climate and above all in the ways in which we communicate through
new technologies. How had these changes impacted on women’s
lives, on their approaches to their Judaism and on their sense of
Jewish heritage? How had they influenced women’s perception
of community?
One of the most exciting elements of the 2009 Review was our
on-line survey facilitated by SurveyMonkey. Through this survey
along with our focus and discussion groups, Facebook site,
questionnaires and face to face meetings we elicited the views
and opinions of almost a thousand Jewish women.
We decided to let the women speak for themselves and this report
Connection, Continuity and Community: British Jewish Women
Speak Out is the result. We believe it represents the authentic
voice of female Jewry in Britain today. Women are very articulate
about their desire for a cohesive, dynamic, inclusive community.
We sincerely hope they will be listened to and that the leadership
of the community, across the religious spectrum, will heed their
concerns and their hopes.
Abstract: The following report presents data on community statistics for Britain’s Jewish
population compiled by the Community Research Unit (CRU) at the Board of
Deputies of British Jews.
These data are collected on behalf of the whole community. It is the only survey to do
this on an annual basis and therefore the data are unique in being able to show
changes over time. From the point of view of community planners, the data represent
the most up-to-date portrayal of the Jewish community in Britain.
Although they are indicative of actual demographic trends, they only represent those
Jews who have chosen, or whose families have chosen, to associate themselves with
the Jewish community through a formal Jewish act, i.e. circumcision, marriage in a
synagogue, dissolution of marriage by a Beth Din, or Jewish burial or cremation.
Consequently, Jews who have not chosen to identify in these ways do not appear in
this report.
Further, it should be recognised that these data are collected regardless of institutional
denomination. They therefore include some individuals who would not be recognised
as Jewish by all sections of the community.
