Abstract: The Sixth Survey of European Jewish Community Leaders and Professionals, 2024, presents the results of an online survey offered in 10 languages and administered to 879 respondents in 31 countries. Conducted every three years using the same format, the survey seeks to identify trends and their evolution over time.
The 2024 survey came during a historically fraught moment for the Jewish people globally. The impact of the horrific October 7th attacks and the subsequent war in Israel cannot be understated. How is this affecting Jewish leadership and Jewish communal life? Therefore, in addition to the regular topics covered by the survey (community priorities, threats, security concerns, attitudes towards Europe and Israel), this edition included a special section designed to understand the impact of October 7th on Jewish life in Europe.
That October 7th has profoundly affected Jewish Europe is evident across multiple sections throughout the survey. Concern about antisemitism and the threat of physical attack has intensified. A large majority of 78% feel less safe living as Jews in their cities than they did before the Hamas attack, and respondents are more cautious about how they identify themselves as Jews. They are also more distant from their wider environments, with 38% reporting they have become more distant from non-Jewish friends.

Abstract: Facing and coming to terms with the past in post-Holocaust Europe has not only been a moral imperative but also a challenge in scientific, political and social senses. This process was delayed significantly in socialist countries. A part of the development of a post-socialist commemorative structure was the establishment of Holocaust museums which not only serve as a memento of the past but also provide an institutional framework for memorialization, research and education about the Holocaust. However, nationalist political forces jeopardize this process by attempting to whitewash the past in order to preserve a positive picture of the nation. In this paper, I compare the permanent exhibitions of three museums from Slovakia and Hungary in order to illuminate how this struggle influences their exhibition narratives and activities. After examining the narrative strategies of the exhibitions and conducting interviews with museum personnel of the Holocaust Memorial Center (Budapest), the House of Jewish Excellencies (Balatonfüred) and the Sereď Holocaust Museum, it can be inferred that especially the way collaboration, perpetration, and in general, the role of the local non-Jewish population is depicted (or obscured), is inextricably intertwined with political agendas.
Abstract: The present report provides an overview of data on antisemitism as recorded by international organisations and by official and unofficial sources in the European Union (EU) Member States. Furthermore, the report includes data concerning the United Kingdom, which in 2019 was still a Member State of the EU. For the first time, the report also presents available statistics and other information with respect to North Macedonia and Serbia, as countries with an observer status to the European Union Agency for Fundamental Rights (FRA). All data presented in the report are based on the respective countries’ own definitions and categorisations of antisemitic behaviour. At the same time, an increasing number of countries are using the working definition of antisemitism developed by the International Holocaust Remembrance Alliance (IHRA), and there are efforts to further improve hate crime data collection in the EU, including through the work of the Working Group on hate crime recording, data collection and encouraging reporting (2019–2021), which FRA facilitates. ‘Official data’ are understood in the context of this report as those collected by law enforcement agencies, other authorities that are part of criminal justice systems and relevant state ministries at national level. ‘Unofficial data’ refers to data collected by civil society organisations.
This annual overview provides an update on the most recent figures on antisemitic incidents, covering the period 1 January 2009 – 31 December 2019, across the EU Member States, where data are available. It includes a section that presents the legal framework and evidence from international organisations. The report also provides an overview of national action plans and other measures to prevent and combat antisemitism, as well as information on how countries have adopted or endorsed the non-legally binding working definition of antisemitism adopted by the International Holocaust Remembrance Alliance (IHRA) (2016) as well as how they use or intend to use it.
This is the 16th edition of FRA’s report on the situation of data collection on antisemitism in the EU (including reports published by FRA’s predecessor, the European Monitoring Centre on Racism and Xenophobia).
Abstract: Over the past 3.5 years, the Decoding Antisemitism research project has been analysing antisemitism on the internet in terms of content, structure, and frequency. Over this time, there has been no shortage of flashpoints which have generated antisemitic responses. Yet the online response to the Hamas attacks of 7 October and the subsequent Israeli operations in Gaza has surpassed anything the project has witnessed before. In no preceding escalation phase of the Arab-Israeli conflict has the predominant antisemitic reaction been one of open jubilation and joy over the deaths of Israeli Jews. As demonstrated in the sixth and final Discourse Report, this explicit approval of the Hamas attacks was the primary response from web users. The response to 7 October therefore represents a turning point in antisemitic online discourse, and its repercussions will be felt long into the future.
The report contains analysis of the various stages of online reactions to events in the Middle East, from the immediate aftermath to the Israeli retaliations and subsequent accusations of genocide against Israel. As well as examining online reactions in the project’s core focus—the United Kingdom, France, and Germany—this report also, for the first time, extends its view to analyse Israel-related web discourses in six further countries, including those in Southern and Eastern Europe as well as in North Africa. Alongside reactions to the escalation phase, the report also examines online responses to billionaire Elon Musk’s explosive comments about Jewish individuals and institutions.
Additionally, the report provides a retrospective overview of the project’s development over the past 3.5 years, tracking its successes and challenges, particularly regarding the conditions for successful interdisciplinary work and the ability of machine learning to capture the versatility and complexity of authentic web communication.
To mark the publication of the report, we are also sharing our new, interactive data visualisations tool, which lets you examine any two discourse events analysed by our research team between 2021 and 2023. You can compare the frequencies and co-occurrences of antisemitic concepts and speech acts by type and by country, look at frequencies of keywords in antisemitic comments, and plot keyword networks.
Abstract: Against the backdrop of the COVID-19 pandemic, which lasted more than two years and included several waves, the present study focused on Jewish communities around the world, in order to understand the role of community during the pandemic. This study focused on the community mechanisms that helped community members to cope with the pandemic. To that end, between October 2021 and July 2022, in-person interviews were conducted with leaders and members of the following communities: Budapest, Hungary; Subotica, Serbia; Vienna, Austria; Bratislava, Slovakia; Vilna, Lithuania; Buenos Aires, Rosario, Salta, and Ushuaia in Argentina; and Mexico City and Cancun in Mexico. Each interview lasted between 45 min and 1.5 h. All of the interviews were audio-recorded and transcripts of those recordings were prepared. Three major themes emerged from the interviews: challenges, coping, and opportunities. Most of these themes were common to the different communities around the world. The findings of this work are discussed in terms of the concept of sense of community and resiliency theories.
Abstract: Autorka v tejto publikácii sumarizuje svoje aktuálne poznatky získané dlhodobým výskumom problematiky holokaustu na Slovensku, jeho reflexie v spomienkach pamätníkov i obrazy šírené v súčasnej spoločnosti Slovenska. Zamýšľa sa nad možnosťami metódy oral history pri výskume tejto témy, jej úskaliami i pozitívami. Významné je pre ňu využitie tejto kvalitatívnej metódy zameranej na mikroúroveň spoločnosti, na subjektívne prežívanie veľkých dejín, priamy kontakt bádateľa s človekom, ktorý tieto udalosti prežil. Predstavuje jednotlivé dlhodobé výskumné projekty, ktoré autorka realizovala, ich výskumné vzorky, spôsob a podmienky práce. V tretej časti predstavuje spomienky na holokaust z dvoch perspektív: obetí (židovských pamätníkov) a divákov (ich nežidovských susedov, ktorí boli svedkami, no nie priamymi aktérmi diania). V závere sa zamýšľa nad vzťahom pamäti spomienkového spoločenstva a jeho vlastnými identitami, porovnáva spôsoby spomínania u židovských a nežidovských respondentov a uvažuje, čo prezrádzajú o vzťahoch medzi nimi a o ich vlastných referenčných skupinách.
Abstract: This paper analyses how the Jewish community in Bratislava dealt with the first and second waves of the COVID-19 pandemic that took place between the 1st March 2020 and 30 May 2021. Because the public health measures in force at the time rendered traditional ethnological research methods inapplicable, the author’s main source of information was the online communication of the leadership and administration of the Bratislava Jewish Religious Community (JRC) with its members. On the 9th March 2020, the government implemented the first battery of public health measures. Already on the same day, the JRC released a newsletter encouraging its members to observe the authorities’ guidance. It also cancelled all of its scheduled activities. The leadership would go on to distribute masks and hygiene supplies to the oldest members of the community, facilitate the vaccination of Holocaust survivors. Part of Slovak society compared restrictions on social contacts, a mask mandate, and a limitation on free movement to the suffering of the Jews in the Wartime Slovak State, highlighting this supposed parallel by wearing yellow stars. The effective limits on social contacts brought communal life within the community to a standstill, which had a particular effect on the older generations. The pandemic also inevitably led to a ban on communal worship and necessitated adjustments in the observance of traditional Jewish holidays, particularly Pesach. In many families, the communal Seder supper was held online via Zoom or Skype. The community had also to improvise during Hannukah, with an Orthodox or liberal rabbi assisting in the lighting of candles in the homes of members who requested it.
Abstract: Eastern European EU accession candidates have used memorial museums and installed new permanent exhibitions to communicate with “Europe” in view of the Holocaust's “universalization” and “Europeanization.” One group demands that “Europe” acknowledge its suffering under Communism, while the other group tries to demonstrate its compatibility with Europe by invoking “Europe” in their exhibition texts and publications and referencing western Holocaust museums in their aesthetics. This article focuses on two countries from each group: Latvia and Lithuania, which highlight their victimhood under “double occupation,” on the one hand; and the current successor states of the “Slovak Republic” and the “Independent State of Croatia,” two Nazi satellite states, on the other. I begin by analysing how the terms “Holocaust,” “genocide,” and “mass violence” are used in the respective Latvian, Lithuanian, Slovak and Croatian memorial museums. I argue that both groups share an awkwardness in dealing with the term “Holocaust,” and a tendency to present “our” victims with the help of individual stories and private photographs designed to evoke empathy, while presenting “their” victims – Jews and, even more so, Roma – with the help of often humiliating photos shot by the perpetrators. I then show that the post-Yugoslav wars of the 1990s – in contrast to the peaceful transitions in the other countries – had a distinctive effect on debates concerning the Holocaust, genocide, and mass violence. Moving beyond the realm of museum analysis, I pinpoint the broader cultural phenomenon of Croats, Serbs, and Bosniaks portraying themselves as “the new Jews,” before focusing specifically on the new permanent exhibition at the Srebrenica-Potočari Memorial, which I discuss as a best practice example for the universalization of the Holocaust.
Abstract: This mapping report examines the Visegrad Group countries’ policies relating to remembrance and education about the Holocaust and antisemitism (the Czech Republic, Hungary, Poland, and Slovakia). The report draws on the studies on antisemitism published in the region and the interviews conducted with experts, researchers, pioneers, teachers, and Jewish community members.
The study consists of five sections. Section 1 provides background information and introduces the reader to relevant policies and penal measures. Section 2 examines Holocaust commemoration activities, and Section 3 looks at relevant government policies, including textbooks, curricula, and teacher training. Finally, Section 4 introduces civil society good practices, and Section 5 shares recommendations for authorities and civil society.
Abstract: This thesis, based on fourteen months of ethnographic fieldwork, examines the entanglement of kinship, religion and politics among Jews in Bratislava. It uses marriage as a lens to explore how young Jews identify with their often newlydiscovered Jewishness and secure its socio-cultural reproduction into the future. Studying the lived experience of three generations of Slovak Jews – Holocaust survivors, their children, and grandchildren – I describe the intergenerational transmission of knowledge about Jewishness and Jewish heritage, marital preferences and practices, and choices and decisions involved in the upbringing of children in the context of changing political regimes. I focus in particular on the generation of Jews who reached adulthood after the Velvet Revolution of 1989, and explore how their families’ memories and experiences of the Holocaust and Socialist persecution, as well as the current socio-political situation and rising extremism influence the ways young Jews navigate their Jewishness – both within the Jewish community, and in the unpredictable non-Jewish public sphere. To demonstrate their allegiance to this community while keeping it hidden from non-Jews, I argue, young Jews stretch and shrink the boundary between the ‘public’ and ‘private’, complicating the distinction between these categories, and allowing the emergence of new ‘publics’ and ‘privates’. The chronic uncertainty affecting Slovak Jews’ everyday lives exacerbates the fragility of trust, and underpins a constant need to negotiate their Jewishness across this elastic boundary, as well as within their intimate relations. The thesis sheds light on the role of social distinctions and processes of boundary-making and maintenance that characterise the politics of Jewishness in post-Socialist Slovakia. It shows how, for young Jews, discovering their Jewishness, demonstrating their devotion, and gaining recognition, is more a matter of becoming than of simply being Jewish
Abstract: The Fifth Survey of European Jewish Community Leaders and Professionals, 2021 presents the results of an online survey offered in 10 languages and administered to 1054 respondents in 31 countries. Conducted every three years using the same format, the survey seeks to identify trends and their evolution in time.
Even if European Jewish leaders and community professionals rank antisemitism and combatting it among their first concerns and priorities, they are similarly committed to expanding Jewish communities and fostering future sustainability by engaging more young people and unaffiliated Jews.
The survey covers a wide variety of topics including the toll of COVID-19 on European Jewish communities and a widening generational gap around pivotal issues. Conducted every three years since 2008, the study is part of JDC’s wider work in Europe, which includes its partnerships with local Jewish communities and programs aiding needy Jews, fostering Jewish life and leaders, resilience training.

The JDC International Centre for Community Development established the survey as a means to identify the priorities, sensibilities and concerns of Europe’s top Jewish leaders and professionals working in Jewish institutions, taking into account the changes that European Jewry has gone through since 1989, and the current political challenges and uncertainties in the continent. In a landscape with few mechanisms that can truly gauge these phenomena, the European Jewish Community Leaders Survey is an essential tool for analysis and applied research in the field of community development.
Abstract: Many in Europe today are concerned about the rise in violence against Jews, which clearly raises fears in Jewish communities on the Continent. Neither Jewish communities nor individual Jews can be protected unless there is data on antisemitic incidents and scientifically thorough situation analysis. We need to know and analyze the current social attitudes related to antisemitism, to the coexistence with Jews, mutually held prejudices, related taboos in a representative sample of the European countries’ population.
This is the reason why we have launched the largest European antisemitism survey. The research, initiated by the Action and Protection League and carried out by the polling companies Ipsos and Inspira, aims to provide a comprehensive picture of antisemitic prejudice in 16 countries in the European Union.
Data were collected between December 2019 and January 2020 in 16 European countries: Austria, Belgium, Czech Republic, France, Germany, Greece, Hungary, Italy, Latvia, Netherlands, Poland, Romania, Slovakia, Spain, Sweden, United Kingdom. 1000 people were surveyed in each country.
We used a total of 24 questions to measure antisemitism. We measured the cognitive and conative dimensions of prejudice with 10 questions, and three additional questions for the affective dimension of antisemitism, that is, to measure the emotional charge of antisemitic prejudice. We mapped secondary antisemitism relativizing the Holocaust with seven questions and antisemitic hostility against Israel with four questions. We used two and three questions, respectively, to measure sympathy for Jews and for Israel.
With the exception of questions about affective antisemitism, all questions were asked in the same form: Respondents were asked to indicate on a five-point scale how much they agreed with the statements in the question (strongly agree; tend to agree; neither agree nor disagree; tend to disagree; strongly disagree).

Abstract: Rozsáhlá monografie odborníků z pražské právnické fakulty pod vedením Jana Kuklíka a Reného Petráše se věnuje problému majetkových ztrát židovského obyvatelstva za druhé světové války a různým metodám odškodnění. Publikace má široký historický a komparativní záběr, obsahuje podrobnou analýzu právních aspektů a zabývá se i dodnes nedořešenými otázkami. Nejpodrobněji je v knize zastoupeno území bývalého Československa, ale pozornost je věnována i vývoji v dalších státech: Německu, Rakousku, Polsku, ale také v zemích s velmi odlišnou situací, jako jsou Velká Británie, Bulharsko či Švýcarsko. Výklad u jednotlivých států obvykle zahrnuje nástin vývoje postavení Židů v daném regionu v posledních desetiletích před holocaustem, jsou však naznačeny i starší, středověké tradice. Jádrem práce je zachycení často až pozoruhodně různorodých metod záborů židovského majetku zejména v době druhé světové války a jeho restitucí nebo různých odškodňovacích akcí, které probíhají až do současnosti.
Abstract: This detailed and thorough report is rapidly becoming the ‘must-read’ study on European Jews, taking the reader on an extraordinary journey through one thousand years of European Jewish history before arriving at the most comprehensive analysis of European Jewish demography today.
Written by leading Jewish demographers Professor Sergio DellaPergola and Dr Daniel Staetsky, the Chair and Director of JPR’s European Jewish Demography Unit respectively, it explores how the European Jewish population has ebbed and flowed over time. It begins as far back as the twelfth century, travelling through many years of population stability, until the tremendous growth of the nineteenth and early twentieth centuries, followed by the dramatic decline prompted by a combination of mass migration and the horrors of the Shoah. Extraordinarily, after all this time, the proportion of world Jewry living in Europe today is almost identical to the proportion living in Europe 900 years ago.
Using multiple definitions of Jewishness and a vast array of sources to determine the size of the contemporary population, the study proceeds to measure it in multiple ways, looking at the major blocs of the European Union and the European countries of the Former Soviet Union, as well as providing country-by-country analyses, ranging from major centres such as France, the UK, Germany and Hungary, to tiny territories such as Gibraltar, Monaco and even the Holy See.
The report also contains the most up-to-date analysis we have on the key mechanisms of demographic change in Europe, touching variously on patterns of migration in and out of Europe, fertility, intermarriage, conversion and age compositions. While the report itself is a fascinating and important read, the underlying data are essential tools for the JPR team to utilise as it supports Jewish organisations across the continent to plan for the future.
Abstract: Kniha sa zaoberá židovskou komunitou v období po novembri 1989. Úvodné časti (Úvod, Výskum, Literatúra) majú informatívny charakter. Ťažisko knihy tvoria tri kapitoly. Prvá z nich, nazvaná Komunita, sumarizuje vznik Ústredného zväzu Židovských náboženských obcí a jeho vzťahy s náboženskými obcami. Priestor dostala aj charakteristika základných pojomov, súčasné aktivity a dve dôležité inštitúcie židovskej komunity: Dokumentačné stredisko holokaustu a Židovské komunitné múzeum, ktoré pôsobí v priestoroch bratislavskej synagógy.
Druhá kapitola si všíma dva historické sviatky (Pesach a Chanuka), ktoré porovnáva s prejavmi pripomienok holokaustu. Autor analyzuje spoločné a rozdielne znaky, premeny v čase, ale hlavne význam, aký majú tieto príležitosti pre súčasníkov.
V kapitole Symboly autor analyzuje a prepája zdanlivo nesúvisiace fenomény, ako sú synagóga, kaviareň, židovský humor či memoriál Chatama Sofera.
Záver monografie ukazuje, že pre zložité súčasné procesy sú charakteristické tri zdanlivo jednoduché pojmy: zjednodušovanie, individualizácia a najmä selektívny prístup k tradičným religióznym a sviatočným javom. V praxi to znamená prechod od kolektívnej realizácie aktivít k individuálnym prejavom, od verejného k súkromnému a v konečnom dôsledku od komplexného k selektívnemu. Predovšetkým faktor selektívnosti sa javí ako určujúci pri analýze súčasného stavu a úvahách o možných trendoch budúcnosti.
Abstract: The first wave of the new coronavirus pandemic swept through Slovakia between March 1 and May 31, 2020. During this relatively short period, four important Jewish holidays took place: Purim, Pesach, Lag BaOmer, and Shavuot. When the news of the pandemic initially broke, a large part of Slovak society viewed COVID-19 as a remote, and therefore, not entirely dangerous, threat. This attitude shifted on March 6, , when the first case of the disease was confirmed in the country. On March 9, the authorities reacted by introducing the first set of public health measures, which the Jewish Religious Community immediately relayed to its members. The policy adopted by the JRC leadership was faced with a serious religious challenge. In these conditions, the observance of holidays required a degree of improvisation. Bar a few extraordinary examples, it was impossible to fulfill all of the traditionally required customs. Factors of selectiveness, streamlining, and individualization therefore had an even greater impact than usual. Involuntary isolation brought out the importance of family ties, as well as the need for solidarity.
