Abstract: The present report provides an overview of data on antisemitism as recorded by international organisations and by official and unofficial sources in the European Union (EU) Member States. Furthermore, the report includes data concerning the United Kingdom, which in 2019 was still a Member State of the EU. For the first time, the report also presents available statistics and other information with respect to North Macedonia and Serbia, as countries with an observer status to the European Union Agency for Fundamental Rights (FRA). All data presented in the report are based on the respective countries’ own definitions and categorisations of antisemitic behaviour. At the same time, an increasing number of countries are using the working definition of antisemitism developed by the International Holocaust Remembrance Alliance (IHRA), and there are efforts to further improve hate crime data collection in the EU, including through the work of the Working Group on hate crime recording, data collection and encouraging reporting (2019–2021), which FRA facilitates. ‘Official data’ are understood in the context of this report as those collected by law enforcement agencies, other authorities that are part of criminal justice systems and relevant state ministries at national level. ‘Unofficial data’ refers to data collected by civil society organisations.

This annual overview provides an update on the most recent figures on antisemitic incidents, covering the period 1 January 2009 – 31 December 2019, across the EU Member States, where data are available. It includes a section that presents the legal framework and evidence from international organisations. The report also provides an overview of national action plans and other measures to prevent and combat antisemitism, as well as information on how countries have adopted or endorsed the non-legally binding working definition of antisemitism adopted by the International Holocaust Remembrance Alliance (IHRA) (2016) as well as how they use or intend to use it.

This is the 16th edition of FRA’s report on the situation of data collection on antisemitism in the EU (including reports published by FRA’s predecessor, the European Monitoring Centre on Racism and Xenophobia).

Abstract: The purpose of this publication is to provide a complex analysis of antisemitism in the Western
Balkans. In cooperation with a team of researchers, the International Republican Institute
(IRI) conducted online media monitoring to determine the most common narratives related to
antisemitism and the relationship between Western Balkan societies and the local and international
Jewish community. The publication contains seven country case studies analyzing online media
narratives in the light of each country’s specific historical, legal, and societal background. The aim is
to provide information that can be used to assess resilience against antisemitism and hate speech
and recommend solutions for identified policy gaps.

The seven countries covered in case studies are Bosnia and Herzegovina, Croatia, Serbia, North
Macedonia, Kosovo, Albania, and Montenegro. Locally based IRI partners were tasked with
monitoring online media spaces in these countries and analyzing the content of selected online news
sources, Facebook sources, and related readers’ comments sections published between January
2019 and May 2020. Furthermore, these partners hand-coded online media content, which allowed
them to assess how widely spread particular types of antisemitism are.

Researchers examined more than 9,000 online media pieces. Although instances of antisemitic
speech in online media did not exceed 4 percent of examined content, the research indicated several
threats that might affect the increase of antisemitism, as well as susceptibility to other forms of
extremism. The urge to assign responsibility for specific historical events and the establishment
of common regional historical memory is the overarching context into which narratives related to
Jews in the Western Balkans are fed. Antisemitic narratives were not substantially different from
narratives seen in other parts of Europe and mainly contained familiar conspiracy theories about
control of world financial markets, as well as modern conspiracies such as those claiming intentional
development of COVID-19. Besides conspiratorial content, violent and vulgar antisemitic language
was common. What seems to be specific to the Western Balkan region is the use of antisemitism
(and often the use of a certain form of philosemitism) as a tool to sow or intensify regional conflicts.
Holocaust remembrance was often used as a pretext for criticism of crimes of one ethnic group
against another, and Holocaust crimes were used in many online media pieces as a comparison for
crimes committed during the 1990s.

Narratives about wars of Yugoslav succession often link those conflicts with the events of World War
II. As there is no common regional historical memory of the succession wars, the interpretation of
events around World War II is also affected. Purposeful misinterpretation or utilization of historical
events in populist narratives represents a threat to peaceful democratic transition in the region. This
issue is even more serious in relation to insufficient attention to Jewish legacy and antisemitism in
areas such as education or the preservation of historical sites.

Although the research didn’t find an abundance of antisemitic statements in examined sources, it
did confirm the use of antisemitism in local politics and the utilization of international antisemitic
narratives as a tool for amplifying other political narratives. Limitations in legal and law enforcement
frameworks and the accessibility of extremist literature could contribute to the rapid increase of
antisemitism. Public engagement of local Jewish communities is essential for achieving policies
protecting the rights of minorities and cultivating public debate

Abstract: The Fifth Survey of European Jewish Community Leaders and Professionals, 2021 presents the results of an online survey offered in 10 languages and administered to 1054 respondents in 31 countries. Conducted every three years using the same format, the survey seeks to identify trends and their evolution in time.

Even if European Jewish leaders and community professionals rank antisemitism and combatting it among their first concerns and priorities, they are similarly committed to expanding Jewish communities and fostering future sustainability by engaging more young people and unaffiliated Jews.

The survey covers a wide variety of topics including the toll of COVID-19 on European Jewish communities and a widening generational gap around pivotal issues. Conducted every three years since 2008, the study is part of JDC’s wider work in Europe, which includes its partnerships with local Jewish communities and programs aiding needy Jews, fostering Jewish life and leaders, resilience training.

The respondents were comprised of presidents and chairpersons of nationwide “umbrella organizations” or Federations; presidents and executive directors of private Jewish foundations, charities, and other privately funded initiatives; presidents and main representatives of Jewish communities that are organized at a city level; executive directors and programme coordinators, as well as current and former board members of Jewish organizations; among others.

The JDC International Centre for Community Development established the survey as a means to identify the priorities, sensibilities and concerns of Europe’s top Jewish leaders and professionals working in Jewish institutions, taking into account the changes that European Jewry has gone through since 1989, and the current political challenges and uncertainties in the continent. In a landscape with few mechanisms that can truly gauge these phenomena, the European Jewish Community Leaders Survey is an essential tool for analysis and applied research in the field of community development.

Abstract: The study investigates the main motives for preservation of sites of Jewish heritage tourism (JHT) by studying three locations in Macedonia: Skopje (the capital), Štip (the largest city in the east part of Macedonia) and Bitola (the largest city in the southwest part of Macedonia). The article assesses the presence of several motivations, like: (i) Guilt; (ii) Interest in national history; (iii) Revival of a glorious Past; (iv) Economic benefits; (v) Display of sympathy; and (vi) Dark tourism development. The analysis is based on a qualitative research method and incorporates: (a) Qualitative data analysis, by conducting interviews in June 2016 with key stakeholders from central and local governments as the main policy makers; and (b) Analysis of secondary data sources, achieved by reviewing literature, historical, and statistical data related to Jewish history in Macedonia. Generally, the results point to the presence of strong iconic connection among Macedonians and the Jews that lived in Macedonia. The general findings indicate that by establishing and maintaining JH sites, stakeholders reflect sentiments of sympathy and even admiration to the perished Jewish community and a strong desire to revive a glorious past. Only in the case of Bitola, the potential economic benefits were surfaced as the main motive for initiating activities and investments in JH sites. Finally, the study recommends design and development of JHT product and tailor-made tourist packages as key elements that may boost tourism development in Macedonia alongside with commemoration of the Jews and their ties with the Macedonian people.

Abstract: Issues arise when trying to understand the motivation of policymakers to preserve the assets of cultures that do not belong to the mainstream population. Tunbridge and Ashworth's seminal study on ‘Dissonant Heritage’ and Bennett's developmental model of intercultural sensitivity (DMIS model) provide a basis to evaluate both the motivations and the existence of a cultural dissonance. As there is a growing worldwide trend towards preserving and developing Jewish heritage tourism (JHT) this study examines Jewish heritage sites in three Macedonian cities endowed with rich Jewish history. Unlike previous studies concentrating on the notion of dissonant heritage, this research focuses on the motivation for preserving such sites, an issue hardly tackled before. Previous studies suggested the prevalence of six possible motives: guilt, facing harsh history, emphasis on dark tourism, revival of a harmonious past, respect, and economic benefits. Data were obtained via face-to-face interviews conducted with policy-makers from central and local governments. The interviews were analyzed qualitatively and quantitatively in order to determine the leading motives for preservation. The findings indicate that by establishing and maintaining Jewish Heritage sites, stakeholders reflect sentiments of respect and admiration for the perished Jewish community and a longing for the revival of an elusive harmonious past. The potential economic benefits and dark tourism surfaced only as minor motives. Practically, JH preservation is used to revive dialogue with a forgotten past that may also contribute to urban tourism development in the future. Conceptually, the interviews did not reveal any indication of heritage dissonance, a finding that stands in sharp contrast to the dissonant heritage theory.

Abstract: The goals of the Foundation in conducting this survey were manifold:
we aimed to generate a comprehensive picture of the Jewish museum
landscape across Europe, and to identify the most pressing issues,
challenges and needs faced by these institutions. We wanted to learn about
the mission, philosophy and methodology of Jewish museums, and better
understand their role and position in the cultural and educational realm at
large. We were also interested in the level of professionalization of Jewish
museums, both in staff training, collection preservation and cataloguing,
management, and the ways in which Jewish museums communicate and
arrange partnerships with one another. With a better understanding of
these issues, we want now to assess the resources needed and the funding
priorities for the next five to ten years.

The questionnaire was sent to 120 institutions in 34 countries and we
received 64 completed forms from 30 countries. The questions addressed
eleven broad topics: organisation, collections, permanent and temporary
exhibitions, facility, visitor services, public programmes, visitor
demographics, marketing and PR, finances, future plans and needs.

This diverse sample enabled us to get, for the first time, a quasicomprehensive
picture of the Jewish museum landscape in Europe, from
small community museums to landmarks of “starchitecture;” from
institutions boasting thousands of rare objects to others mostly text
panels- or technology-based; from museums employing scores of
professional staff and interns to synagogues-turned-exhibition halls run by
volunteers for a few hours a month. That was precisely the challenge: the
large and numerous discrepancies between institutions, depending on their
location, their financial and human resources, their political and economic
context, the type of visitors they receive, and other contextual
considerations.

The results point to four major findings:
1. Transition from museums to multi-purpose hubs;
2. Lack of collaboration and partnerships;
3. Tension between particularistic and universalistic missions;
4. Increasing need to serve a diverse audience.
