Abstract: Since 7th October 2023, when Hamas perpetrated the worst single massacre against Jews since the Holocaust, there has been a surge in antisemitism in UK universities. Some of this has tipped over into outright anti-Jewish discrimination and harassment. Jewish students and staff have reported feeling unable to fully participate in university life, for fear of being abused, harassed, or attacked. This report offers a summary of research by the IntraCommunal Professorial Group (ICPG) aimed at understanding free speech on university campuses especially with regard to the approaches to speech concerning Jews, Israel, Zionism, and the Middle East conflict.

This report sets out the key issues, and a series of recommendations based on the research and grouped together under the subheadings of our three key findings. Those key findings are as follows:

1. UK universities have (a) a general legal duty, to protect freedom of expression on campus; (b) a duty to prevent discrimination and harassment based on protected characteristics; (c) a university-specific institutional duty to protect the academic freedoms of research and study. Currently UK universities are meeting neither (b) nor (c) in their response to the menace to Jewish students and academic staff posed by antisemitism, particularly antiIsrael antisemitism. That is, they are neither preventing discrimination and harassment, nor protecting freedom of research or freedom to study.

2. Anti-Israel protests and encampments on campuses, including in online spaces, have exacerbated what was already considered a hostile environment by many Jewish students and staff. Some university departments, trade unions, and student political milieus – inperson and online – have directly and indirectly discriminated against, abused, harassed and/or excluded Jewish students.

3. Traditional antisemitic concepts and tropes are being used by pro-Palestinian and/or antiIsrael staff and students. Israel and Zionism are regularly demonised and delegitimised, often using blood libels or other anti-Jewish hatred, and students or academics labelled as Zionists are routinely viewed as legitimate targets for discrimination, harassment, abuse, and/or attack.

Abstract: For this report, the Union of Jewish Students has collated dozens of testimonies from students who have
experienced antisemitism on campus.

The UJS also commissioned polling of 1,000 students, across all faiths and none, to assess the
impact of campus protests and the rise of antisemitism. The findings reveal alarming levels of campus
antisemitism, significant disruption caused by protests, and perceptions of Jewish students marred by
hostility and intolerance.

Key Findings:

1.Antisemitism has become normalised on our campuses.

- One in four students (23%) have seen behaviour that targets Jewish students for their religion/ethnicity.
- One in five (20%) students would be reluctant to, or would never, houseshare with a Jewish student.
- Jewish students have told us they have faced physical and verbal abuse, social ostracisation and
widespread antisemitic attitudes.

2.Glorification of terrorism is prevalent and unpunished.

- Our research has found that student groups have explicitly called for violence against Jews, even justifying the terrorist attack at Bondi Beach in December 2025.
- 49% of students have heard slogans or chants glorifying Hamas, Hezbollah or other proscribed groups on campus.
- 47% have witnessed justification of the October 7th attacks, rising to 77% among those who encounter Israel-Palestine protests regularly.

3. Protests disrupt all students, and universities have a clear mandate from students to take firmer action.

-Protests have disrupted learning for 65% of students, and 40% have altered their journey on campus to avoid disruption.
- Universities where protests are more frequent have seen higher levels of antisemitism, and four in ten (39%) of students who witness regular Israel-Palestine protests have seen Jewish students harassed often.
- 69% of students disapprove of protests blocking access to learning, and 82% deem calls to 'globalise the intifada' to be antisemitic.

Abstract: This document is a consolidated summary of urgent policy priorities of the Jewish community, following the
antisemitic terrorist attack on the Heaton Park Hebrew Congregation on Yom Kippur (2 October 2025), the holiest day of the Jewish calendar. This attack was not just an attack on British Jews, but on British society and British values.

These priorities are based on consultations within and between leading community organisations, including the Board of Deputies, JLC, UJS, and CST, and reflect the focus of our engagement with government and others since the attack.

We have seen a series of welcome announcements from government in response, and we are actively seeking
further action and implementation across these priorities.

However, these measures on their own will not be sufficient to meet the long-term society-wide challenge of
confronting antisemitic hatred as it has manifested itself in recent years. What is needed is a Comprehensive Government Strategy on Antisemitism, and this paper reflects what that might encompass.

Building on existing initiatives, including the recent report of the Board of Deputies Commission on Antisemitism,
we will continue working with partners and experts, with government, and with all parts of our diverse community, to seek input on these priorities and to integrate them into a wider strategy that addresses the problem at its
deepest roots. This includes ensuring the relevance of these priorities for the whole of the UK, taking account of
administrative and legal variations in devolved nations and regions.

Abstract: This autoethnographic study explores manifestations of antisemitism on a European university campus, focusing on personal experiences as an Israeli Jewish student at the University of Coimbra. Drawing from firsthand observations, documented incidents, and interactions with protesters, administrative officials, and peers, the research highlights how hate-laden stickers, verbal threats, and institutional inaction shape a hostile academic climate. By weaving together personal narrative and scholarly frameworks on hate speech, higher education policies, and antisemitism, the study reveals a troubling dissonance between the university’s stated commitment to inclusivity and its inadequate responses to overt acts of discrimination. Through detailed descriptions of unfolding events—from the initial appearance of incendiary slogans to meetings with administrators—the analysis illuminates how deeply entrenched biases can circumvent legal and procedural safeguards. In reflecting on emotional responses and the complexities of positionality, the autoethnographic lens underscores the human impact of hostile environments and the gaps in institutional support. The findings urge higher education stakeholders to reevaluate their protocols for handling hate speech and discrimination, calling for comprehensive measures that protect vulnerable groups and encourage critical engagement with contentious geopolitical issues. This work ultimately argues that acknowledging and actively combating antisemitism in academic settings is crucial for fostering genuine inclusivity and upholding the values of open, respectful scholarship.

Abstract: In the aftermath of the October 7, 2023 attacks, reports of anti-Israel expressions at German universities have raised questions about the prevalence and nature of such sentiments in academic environments. Traditional survey-based research on antisemitism and anti-Israel sentiment is often limited by response biases and social desirability bias. This study introduces a novel field-experimental approach to measuring anti-Israel sentiment in a real-world university setting. Using event history analysis, it examines the removal probability of stickers of the Israeli flag compared to German, US, Palestinian, and rainbow flags at a German university. Over a 24-week period, 600 stickers were placed on 50 public notice boards and were monitored for 14-day cycles. The results provide strong evidence of anti-Israel sentiment. The Israeli flag had the highest removal rate, with only 47.5% of the flags remaining at the end of the observation period—significantly lower than the survival rates of the other flags (which range from 68% to 80%). Cox regression analysis confirms that Israeli flags faced the highest removal hazard, being 3.3 to 3.7-times more likely to be removed than the rainbow flag and nearly twice as likely as the German flag. Politically motivated removals, though less frequent, disproportionately targeted Israeli flags as well. Removal rates were highest in hallways of the humanities, shared humanities/social sciences as well as in central facilities hallways. Hallways in the natural sciences, the human- and social sciences and economics had lower removal rates. Areas with higher student traffic exhibited fewer removals. Overall, the findings indicate a pronounced anti-Israel bias on campus, distinct from attitudes toward other nationalities or symbols.

Abstract: Postkoloniale und poststrukturalistische antirassistische Theorieansätze gewinnen weltweit einen immer größeren Einfluss an Universitäten, im Politik- und Kulturbetrieb sowie in sozialen Bewegungen. Das Bild, das prominente Vertreterinnen und Vertreter dieser Ansätze dabei von Antisemitismus und Holocaust einerseits, Judentum und Zionismus andererseits zeichnen, weist systematische Verzerrungen und Fehler auf: Unterschiedliche Formen und Radikalitätsgrade der begrifflichen Entspezifizierung oder Verharmlosung von Antisemitismus, der Relativierung der Shoah sowie der Dämonisierung Israels und des Zionismus sind dabei festzustellen. Die folgende Bibliographie bietet einen ersten Überblick über Kritiken an postkolonialen, bzw. postmodern-antirassistischen Deutungen von Antisemitismus, Shoah, Zionismus und Israel. Nicht alle der dabei aufgelisteten Texte sind grundlegende Kritiken an solchen Ansätzen. Manche kritisieren lediglich spezielle, aber signifikante Punkte der postkolonialen und antirassistischen Deutung der oben genannten Themen. Eine Liste mit ausgewählten kritischen Beiträgen zur 2020 begonnenen deutschen Feuilleton-Debatte über postkoloniale Theoretiker wie Achille Mbembe, Michael Rothberg oder Dirk Moses wurde ebenso angefügt wie einige Literaturhinweise zu Kritiken an der Israel-Boykottkampagne BDS, dem prominentesten politischen Bewegungskontext postkolonialer und antirassistisch artikulierter Angriffe auf den jüdischen Staat. Berücksichtigung fanden in Gestalt einer separaten Liste auch Kritiken an der sog. Jerusalem Declaration on Antisemitism, weil diese als wesentlicher Versuch gewertet werden kann, ‚subalterne‘ oder ‚postkoloniale‘ Formen von israelbezogenem Antisemitismus zu verharmlosen.

Abstract: In Germany, pro-Palestine protests in the form of camps and institute occupations have occurred and continue to take place at universities. Antisemitic incidents have been reported at many of these protests. Following the initial data collection in December 2023, this report provides a new, focused, up-to-date assessment of the opinion climate in the context of the Middle East conflict and antisemitic attitudes at German universities. Exactly one year after the first report, the results of two recent surveys by the Higher Education Research Unit (AG Hochschulforschung) are summarized here. First, based on a large online survey conducted in December 2024 with over 1,800 students, we report on these students’ assessments of the conflict and antisemitic tendencies among them. This follows
on directly from the previous study mentioned earlier (Hinz et al., 2024), enabling us to describe possible changes compared to last year. In some places, we also examine the assessments and attitudes of students compared to a sample from the general population. Second, we present the results of a simultaneous survey of university rectorates on antisemitic incidents and the universities' reactions to these incidents. At the invitation of the German Rectors’ Conference (HRK), a total of 94 university management teams took part in this separate online survey.
The results indicate that universities have been strongly affected by antisemitic incidents and that antisemitic resentment remains at a constant level. A high level of vigilance is still required, particularly

Abstract: La ricerca rientra nel progetto PCTO sull’antisemitismo a cui hanno aderito 84 studenti di tre scuole superiori della Regione Lazio, due licei e un istituto d’istruzione superiore, insieme a Progetto Memoria e alla Fondazione CDEC per l’anno scolastico 2022-2023.

Studenti e studentesse delle classi terze e quarte, insieme ai docenti referenti hanno coinvolto Progetto Memoria quale tutor esterno (Sandra Terracina) e due dipartimenti della Fondazione CDEC (Betti Guetta, Stefano Gatti e Murilo Cambruzzi per l’Osservatorio antisemitismo; Patrizia Baldi per la Didattica) per sviluppare il progetto, ricevere formazione, essere coadiuvati nell’analisi e nella riflessione su stereotipi e pregiudizi, in particolare sugli ebrei. Tra gli obiettivi del progetto, la promozione di un processo conoscitivo sulle cause e sulle dinamiche dell’antisemitismo, indirizzato a far emergere comportamenti e atteggiamenti diffusi nella società, al fine di orientare ai valori di una collettività democratica e inclusiva, partendo dalla fotografia realizzata dall’indagine delle Fondazione CDEC. L’apprendimento di carattere storico, sociologico, psicosociale e statistico ha permesso agli studenti di sviluppare le attività a loro affidate. Sono stati stimolati a confrontarsi con figure esterne al mondo della scuola e a gestire, nelle varie fasi del progetto, dinamiche tra pari. Il lavoro di formazione e di tutoraggio si è tenuto in modalità ibrida.

Gli studenti coinvolti nel progetto di formazione hanno compilato un questionario (già utilizzato nell’anno scolastico precedente) finalizzato a valutare il grado di conoscenza degli ebrei e la presenza di pregiudizi e stereotipi nei loro confronti.

Il questionario è composto da 13 domande chiuse ed è stato somministrato tramite Google Forms, tra l’aprile e il maggio 2023, dagli studenti dei tre istituti che hanno partecipato alla seconda edizione del PCTO “Progetto sull’antisemitismo”.

La scelta metodologica è stata quella di coinvolgere nell’indagine i ragazzi del primo anno delle superiori e quelli dell’ultimo anno per cercare di valutare se il percorso scolastico (lungo 5 anni) possa avere un effetto sulla conoscenza degli ebrei e la condivisione di pregiudizi antisemiti.

In totale sono stati compilati 673 questionari 481 al liceo A (71.5%) e 29 al liceo B (4.3%), e 163 all’istituto d’istruzione superiore (24.2%). Il 73% degli studenti è iscritto al percorso scientifico e il 24% al tecnico, gli altri 3% si dividono tra il linguistico e il classico. Il 46 % degli studenti frequenta il primo anno e il 54 % il quinto. Il 45% ha dichiarato di appartenere al genere femminile e il 51% al maschile, il 4% rimanente non ha voluto indicarlo o ha indicato altro.

Abstract: French students in the third and final year from the Humanities and Social Sciences license degree course traveled to Ukraine and Belorussia between 2017 and 2020, in order to carry out surveys of eyewitnesses to the so-called “Holocaust by Bullets.” The subject-matter stands out in the French scholarly scene, as the Holocaust usually attracts little attention at this level of studies. Students registered in the course hail from license degrees in History, Social Sciences or Geography, and have chosen to attend the course labeled “European Historical Heritage and Citizens’ Thoughts” as a complement to a more classical curriculum, and as a way of enhancing their own university curriculum. The research professors involved have also volunteered to participate as authors of the aforementioned multidisciplinary program, with the aim to raise awareness to research practices on the Holocaust. University professors and teams from the Yahad-in-Unum NGO take turns leading the two-hour weekly sessions. The professors help establish theoretical focus and provide methodological tools, develop lines of investigation on various areas of interest (e.g., mode of operation used in the shootings, collaboration and rescue operations, and neighbors of the crime scene), as well as the context (anti-Semitism, racism, local geopolitics, regional history, culture and society, etc.), while Yahad-in-Unum participants describe actual cases based on records, maps and filmed testimonies. They had the task to provide documents from Soviet and Nazi archives translated from Russian, or from German, and act as translators during fieldwork. Students are encouraged to participate as often as possible and have to prepare analytical reports and presentations following each session, while adopting the position of a researcher.

Abstract: The recent Eurozone crisis and the outbreak of political and populist Euroscepticism pose an unprecedented challenge to advocates of the post-war ‘Idea of Europe’. In the United Kingdom and France, some of the most eloquent and impassioned defences of ‘Europe’ have been penned by Jewish intellectuals. The historian Walter Laqueur, the philosopher Bernard-Henri Levy and journalists such as David Aaronovich, for example, have all rallied to the cause of ‘Europe’. This article will focus on the responses of Robert Menasse and Henryk Broder, two Jewish intellectuals from Austria and Germany, who have recently published powerful reflections on the European idea. Menasse’s polemic of 2012, Der Europäische Landbote (The European Courier), defends the idea of Europe as a ‘Friedensprojekt’, or ‘peace project’, and the European Union as an institutional antidote to the destructive power of nationalism and the self-interest of the nation-state. Broder’s bestselling book of 2013, Die letzten Tage Europas: Wie wir eine gute Idee versenken (The Last Days of Europe: How we are Scuppering a Good Idea), embraces ‘European values’ but launches a critique of a European Union which stifles pluralism and critical debate. This paper analyses how Menasse and Broder define the idea of ‘Europe’ and argues that, despite their differences, in form and content, the work of Menasse and Broder draws on a common tradition of enlightened cosmopolitanism as well as informs the renewed academic debate in the humanities and social sciences about the place of ‘cosmopolitanism’ in our global world.

Abstract: Scholars have drawn attention to the prevalence of antizionist campaigning on campus, but previous studies have found lower levels of antisemitism among graduates. In this cross-sectional study, levels of antisemitism were measured among members of a large, demographically representative sample of UK residents (N = 1725), using the Generalised Antisemitism (GeAs) scale. Overall scores, as well as scores for the two subscales of this scale (that is, Judeophobic Antisemitism, JpAs, and Antizionist Antisemitism, AzAs) were measured, with comparisons being made according to educational level (degree-educated vs non-degree educated) and subject area (among degree holders only, classified using the JACS 3.0 principal subject area codes). Degree holders were found to have significantly lower scores than non-degree holders for Generalised Antisemitism and Judeophobic Antisemitism, while scores for Antizionist Antisemitism were effectively identical. Among degree holders, graduates from subjects under the JACS 3.0 umbrella category of Historical and Philosophical Studies exhibited significantly lower scores for Generalised Antisemitism and Judeophobic Antisemitism, and lower scores for Antizionist Antisemitism, although the latter association fell short of significance following application of the Holm-Bonferroni correction for multiple comparisons (unsurprisingly, given the large number of hypotheses and the small absolute number of respondents in this category, N = 65). Exploratory analysis of the dataset suggests possible further negative associations with antisemitism for graduates of economics, psychology, and counselling, which may have been concealed by the system of categories employed. These associations may have intuitive theoretical explanations. However, further research will be necessary to test whether they are statistically robust. The article concludes with a discussion of possible theoretical explanations for observed patterns, and some suggestions for further research.
