С исторической точки зрения, в Российской империи с конца восьмидесятых годов девятнадцатого века развивались параллельно два процесса: массовая эмиграция евреев в страны Западной Европы и главным образом в США наряду с неустанными попытками расширения культурно-просветильной деятельности во всех возможных формах. Оба этих явления прекратили свое существование с приходом Советской власти. Изменения, происходящие в последнее десятилетие среди евреев Советского Союза (а затем СНГ), можно рассматривать как своего рода возврат к тем тенденциям, которые имели место в конце девятнадцатого века.

From a historical perspective, two parallel processes unfolded in the Russian Empire starting in the late 1880s: mass Jewish emigration to Western Europe—and, above all, the United States—alongside tireless efforts to expand cultural and educational activities in every possible form. Both phenomena ceased with the advent of Soviet rule. The changes observed over the last decade among the Jews of the Soviet Union (and subsequently the CIS) can be viewed as a kind of return to the trends that prevailed in the late nineteenth century.
