Abstract: В последние 20–25 лет список стран, которые стали адресом эмиграции израильтян, пополнили и страны бывшего СССР, где по разным оценкам проживает от 45 до 70 тысяч таких лиц. Причем более 90 % из них составляют уроженцы постсоветского пространства, включающие, в свою очередь, как тех, кто переселился в Россию и другие страны бывшего СССР (либо живут на две или более стран), имея достаточно значимый опыт жизни в Израиле, так и так называемых «дарконников» — тех, которые взяли израильский заграничный паспорт (даркон), никогда реально в Израиле не живя. Анализируя данные официальной статистики и результаты опросов этих групп, проведенных с участием автора в 2009–2019/20 годах, представляется возможным констатировать, что ядром первой группы являются лица, мотивированные надеждами полнее реализовать свои профессиональные и деловые возможности в столичных и иных крупных индустриальных и культурных центрах бывшего СССР. К тому же профессионально-поведенческому типу принадлежит и основная масса «дарконников», главная причина чьей «отложенной» реальной репатриации связана с опасением потери наработанного профессионального статуса и привычного уровня жизни. Представители групп, которые перебрались или вернулись в регион первого исхода, мотивированные иными причинами, занимают в структуре разнородного сообщества «израильтян в бывшем СССР» в целом маргинальное положение. Как следствие, существенное ухудшение экономической ситуации и деловой конъюнктуры могут заставить израильтян, живущих в СНГ, вновь перебраться в Израиль — что сегодня частично и происходит.

Abstract: This research introduces an anthropological perspective in the debate on religious identity and the workplace. In particular, it examines the relationship between Jewish identity and practices and the workplace in Belgium, with a focus on gender issues. Thanks to in-depth interviews with a number of Jewish women in Brussels about their daily experiences in the workplace and extensive field work in this community, valuable and generally difficult to access data regarding Jewish women’s workplace participation, perceptions, and experiences has been collected and analyzed. There is a complex relationship between Jewish identity, practices and the perception of the respondents as it relates to the workplace and their own position. Perceived hostility towards Israel and the Jewry is a recurrent issue amongst the respondents. As Judaism is often connected to the State of Israel and the current political climate, individual Jewish women are sometimes confronted with unpleasant or negative comments or experiences in the workplace. Besides forming a strong deterrent for many of the respondents to participate in the mainstream workforce, this puts a lot of pressure on those women working for non-Jewish organizations. To a certain extent, Jewish practices are adapted, modified and negotiated by the working Jewish women to meet the demands of dominant norms in the modern Belgian workplace. In addition, the ‘coping mechanisms’ that are applied by the respondents are frequently gender-specific and family-motivated.

Abstract: As soon as the seriousness of the COVID-19 pandemic became evident, concern began to be expressed in the Jewish community about how its effects might damage different aspects of Jewish life. Our July 2020 survey of Jews across the UK was designed to investigate some of these effects and bring some data into policy discussion about the future of the community.

In this fifth paper drawing on those survey data, we examine the impact of the pandemic on the working lives of Jewish people in the United Kingdom. It begins by studying how the experience of Jews compares to that of the wider population, and explores the issues of employment, redundancy and furlough, as well as other work disruptions such as income reduction, working from home, and caring for children. With very little data on Jewish employment available, this report provides key insights into the ways in which the community was impacted over the first five months of the pandemic, and points to how it is likely to have been affected subsequently. By providing this analysis, we hope to help UK Jewish community organisations and foundations to respond appropriately to the challenges identified.

Of particular note among the findings: the Jewish employment rate had declined at a lower rate than among the general population, but the Jewish unemployment rate had increased at a higher rate. Whilst many Jews have experienced serious work impacts, and many among the high proportions of self-employed Jews have lost income without having the same access to government financial support as the employed, it seems unlikely that the Jewish population as a whole has suffered disproportionately. We found that those who were most likely to experience severe work disruptions (defined as being made redundant, being furloughed, having their pay reduced and/or having their hours reduced) were the youngest workers (aged 16-24), Jewish women (especially regarding furlough and redundancy), single parents, those with household incomes below £30,000 per year prior to the pandemic, and the most religious respondents, especially Strictly Orthodox workers, more than half of whom (52%) experienced one or more of these severe impacts.

A follow-up survey planned for the coming months will determine how things have changed further since July among Jews, but it is nevertheless already clear that communal investment in employment support is needed, since all national indicators tell us that the employment situation has generally deteriorated since that time. Continued monitoring of Jewish employment rates is imperative if we are to determine and understand how the overall picture is changing and whether various endeavours being undertaken to address the challenges are effective. This will require a combination of continued investigations using data gathered within the community, as well as new investments in analysing and interpreting national data sources to shed light on long-term trends.

Abstract: In deze bijdrage wordt een synthese gebracht van de resultaten van twee socioculturele
antropologische onderzoeksprojecten in de Antwerpse joodsorthodoxe
gemeenschap die betrekking hebben op de ‘eigenheid’, ‘emancipatie’ en ‘integratie’
van vrouwen. Eerst wordt de betekenis van vrouwelijke religiositeit vanuit het
standpunt van strikt Orthodoxe, waaronder chassidische, vrouwen belicht. Terwijl in
het publieke en institutionele religieus domein mannen de paradigmatische ‘orthodoxe
jood’ zijn, is door de sacralisatie van het dagelijkse leven, de religieuze rol voor
vrouwen niet minder omvattend of belangrijk, maar vooral gesitueerd in de private en
huiselijke sfeer. Ik beargumenteer dat deze vorm van religieuze en gegenderde
eigenheid vanuit een antropologisch en gender-kritisch perspectief niet eenduidig
geïnterpreteerd kan worden in termen van ‘onderdrukking’ dan wel ‘emancipatie’. Het
tweede onderzoeksproject behandelt de problematiek van joodsorthodoxe vrouwen
(gaande van strikt tot modern orthodox) in Antwerpen die religieuze gendernormen
overschrijden door te studeren of werken in de omliggende seculiere maatschappij. De
levensverhalen onthullen zeer verschillende trajecten van vrouwen die de ontmoeting
met de ‘buitenwereld’ dikwijls verrijkend vonden maar ook wel interculturele
conflicten ervoeren. Er wordt besloten dat behoud van culturele eigenheid, naast
emancipatie en integratie van binnen uit de joodsorthodoxe gemeenschap niet
onmogelijk is, maar dat dit minimaal wederzijds dialoog en begrip vereist.

Abstract: Die jüdische Zuwanderung erfolgt häufig im Familienverbund, die Geschlechts- und Altersstruktur ist gleichmäßig. Damit ist die demographische Struktur der jüdischen Zuwanderer typisch für eine klassische Auswanderung und unterscheidet sich deutlich von der Alters- und Geschlechtszusammensetzung bei Arbeitsmigranten.

Ein beträchtlicher Anteil der jüdischen Zuwanderer ist eigenen Angaben zufolge nicht jüdischer Abstammung und äußert auch keine Zugehörigkeit zur jüdischen Religion. Dies weist auf einen hohen Anteil an interethnischen Ehen hin. Die Familien- und Verwandtschaftsstruktur gibt Hinweise auf eine gute soziale Einbettung in lokale Verwandtschaftsnetzwerke.

Überdurchschnittliches Bildungsniveau der jüdischen Zuwanderer
Hinsichtlich der Berufsstruktur unterscheiden sich jüdische Zuwanderer sowohl von klassischen Arbeitsmigranten, die vor allem im Arbeitsmarktsegment mit niedrigen Qualifikati-onsanforderungen beschäftigt sind, als auch von Spätaussiedlern und der deutschen Allgemeinbevölkerung. Denn sie weisen ein überdurchschnittlich hohes Niveau der Bildungs- und Berufsqualifikation auf. Ein sehr hoher Anteil im erwerbsfähigen Alter hat einen wissenschaftlichen Beruf erlernt und im Herkunftsland ausgeübt.

Angesichts des relativ hohen Qualifikationsniveaus der jüdischen Zuwanderer scheint es besonders wichtig zu sein, dass die Berufsabschlüsse und die Berufserfahrungen anerkannt werden, wozu häufig eine Weiterqualifizierung notwendig sein wird. Unter der Bedingung des Erwerbs deutscher Sprachkenntnisse bieten die Ressourcen dieser Zuwanderergruppe bei geeigneter Förderung grundsätzlich gute Voraussetzungen für eine Integration in den Arbeitsmarkt.

Die hier vorliegende Beschreibung der demographischen Merkmale, der Nationalitäts- und Religionszugehörigkeit, der Berufsstruktur und der Verwandtschaftsnetzwerke beruht auf den Daten der 1.061 jüdischen Zuwanderer, die im Jahr 2005 in der Landesaufnahmestelle des Freistaates Bayern eingetroffen sind.

Abstract: Ultra-Orthodox or Haredi society in Israel is defined as a 'society of learners.' The pursuit of a full program of Torah studies at a Yeshiva followed by enrollment to a kollel, once the legacy of just a few hundred Haredi men, has become a widespread phenomenon. This has been made possible by the practice of draft deferment for yeshiva students, and the development of systems of financial support designed to sustain the families of kollel students (yeshiva students are single, kollel students are married). The result has been a steady growth in the rate of non-participation in the workforce for Haredi men.

By contrast, outside of Israel, in Western countries where there is no compulsory conscription, young Haredi men have the option of choosing the way they combine Torah study with earning a livelihood at any time in their life. Multiculturalism, which developed in Western cities mainly in the second half of the twentieth century, enabled various combinations of tradition and modernity among immigrant groups, including the Haredi one. In Israel, on the other hand, Haredi society entrenched itself in the stronghold of yeshivas and kollels and in so doing succeeded, almost completely, in disconnecting new generations of Haredi men from professional and academic studies―the foundation of higher scale income.

In order to predict trends in Israeli ultra-Orthodox society in the coming years, it is important to understand the conditions under which this society operates in other countries. In this study London's Stamford Hill cluster of largely Hassidic population, serves as a kind of 'laboratory' for examining patterns of how kollel students enter the work cycle in the absence of compulsory conscription. It might, therefore, serve as a means of comparison with the Haredi society in Israel. The study was based mainly on interviews and random conversations with leaders, activists, professionals, business people, and the 'man in the street'.

The main finding of this paper is the existence of a range of options for correlation between Torah learning and earning a livelihood. I have identified five functional types of young Haredi men, who characterize not only various kinds of Haredi men, but also various stages in a person's life related to the balance that can be maintained between learning and earning:
• The 'full-time learner' devotes all of his time to Torah study, relying on his parents and in-laws for sustenance, as well as on the welfare state allowances and the kollel stipends.
• The 'learner who earns a small amount' learns full-time in a kollel, but concurrently, tries to make a partial living. In this way he can somewhat rise above the financial hardship and assume his share in the duty to earn a living, which is also one of the norms of ultra-Orthodox society. This type of student pursues earning opportunities that fit in with his Torah study schedule: the breaks between lessons during the day (bein hasdarim), and the longer vacations during the year (bein hazmanim).
• The 'part-time learner’ commits himself to Torah studies only for part of the day. The remaining time is dedicated to paid activities, either as a teacher or in the realm of trade or services.
• The 'learning earner' has left the kollel and found his way into gainful employment while maintaining a regular regimen of Torah study based on the practice of 'setting a fixed time for Torah' (kove’a itim laTorah). Some learning earners (known as balebatim) learn with a hevruta (a study partner) at home or in a beit midrash (a designated 'House of Study'), before or after prayer times in the morning or evening. Some find time to learn for an hour or more during the day, near their workplace. The connection with Torah study is fastidiously maintained.
• The 'earner who learns a small amount' does not set times for studying Torah on a daily basis, but rather learns intermittently, on the Sabbath and holidays, or in family events.

It appears that Haredi society outside of Israel is able to maintain the dynamic balance between full-time study and earning an income because the quota in years for full-time kollel study is determined on an individual basis. Married Haredi men outside of Israel set for themselves a personal quota for years of full-time Torah study, beyond their bachelor years in yeshiva. After they have reached the decision that they have fulfilled the quota, they attempt the work cycle in different ways. The quota is not fixed and uniform. There are no official rules, nor is there anything but tacit rabbinic agreement on the matter. It appears that every married man is free to determine the level of quota for himself, social pressures and practices notwithstanding. A decision to terminate one's studies is based on existing conditions, which vary, both in terms of the willingness and ability of married men to continue in their studies, and in terms of their family's economic situation.

Among the Hasidic Haredi men, the period of full-time learning is usually shorter than among non-Hasidic groups ("Lithuanian" and "German" Haredi men). The Hasidic men are content with one to three years of Torah studies as married men in the kollel. In contrast, the non-Hasidic Haredi men assume quotas of three to five years, and sometimes more. This disparity in years is rooted in the different world views of these two groups regarding the religious and social importance of full-time Torah studies. As a result, Hasidic men are the first to enter the world of work. One might assume that if legislative changes regarding mandatory military service in Israel are to transpire, Hasidic men, more so than the Lithuanians, will rapidly abandon the status of married students and begin working. The Sephardic Haredi men are more enigmatic in this matter. On the one hand, in Sephardic Judaism there is a tradition of combining work with Torah study, as well as combining sacred with secular studies. On the other hand, they have been significantly influenced over the decades by the tradition of Lithuanian yeshivas.

Based on this study conducted in London, which sequels a previous study I conducted in the New York City area, it can be concluded that in recent years setbacks have curtailed the momentum of growth in the percentage of full-time learners in Haredi society. Of late, economic difficulties have jeopardized the continued generosity of the welfare state. In addition, consumer society has taken a stronger hold in the ultra-Orthodox public. Haredi society outside of Israel is adjusting itself to internal and external changes, and is also attentive to the stirring desires of its members. The overall impression from the available data on the Haredi community in London's Stamford Hill area and a number of other ultra-Orthodox communities outside of Israel, is one of a society seeking and finding realistic balances between Torah study and earning a living, in keeping with the changing financial and social circumstances. In its heyday of financial flourishing, this society expanded the component of full-time Torah-learners. In times of hardship it reduces this component, and it appears that it is doing so at present.

This study proposes that ultra-Orthodoxy in Western countries is not a 'society of learners,' as is the accepted definition of ultra-Orthodoxy in Israel. It is rather a 'society of learners and earners,' even in the most conservative parts of the Haredi population, such as the Stamford Hill community, where only a small proportion – approximately one-fifth – of married Haredi men devote themselves to full-time Torah studies in a kollel framework. Some two-thirds of these men are engaged, in different ways, in earning a living. Even among the kollel students themselves, there is a certain degree of involvement in earning a living, whether part-time or occasional. This is not the current situation in Haredi society in Israel, where about two thirds of the men do not work for a living. However, a close look at budding processes in recent years within Haredi society in Israel makes it possible to state that many Haredi men are ready to take the alternative path, in various levels of balance, of learning and earning. Based on these signs, it can be hypothesized that ultra-Orthodox society in Israel is beginning to move towards a new situation of a 'society of learners and earners,' in a manner similar to Haredi society in North America and Western Europe.
