Abstract
Die Mehrheit der Berlinerinnen und Berliner teilt demokratische Grundüberzeugungen, allerdings wird die Zustimmung zur Demokratie insgesamt fragiler: Sie ist gegenüber früheren Erhebungen gesunken und sie mischt sich mit der Anerkennung antidemokratischer Systemalternativen. In der Studie wird deutlich, dass demokratische Stabilität nicht allein auf der Zustimmung zur Demokratie basiert, sondern auf der konsequenten Anerkennung von Gleichwertigkeit. Antisemitismus und Antiziganismus sind dabei zentrale Herausforderungen. Das hat der Berlin Monitor 2025 ergeben, der am 23.02.2026 erschienen ist.
Mit der Studienreihe „Berlin-Monitor“ werden seit 2019 Berlinerinnen und Berliner zu ihren politischen Einstellungen, Möglichkeiten der Partizipation und der demokratischen Kultur in Berlin befragt. Im „Berlin-Monitor 2025“ werden die Ergebnisse der vierten Befragung der Berliner Bevölkerung aus dem Jahr 2025 vorgestellt.
Schwerpunkte sind Antiziganismus und Antisemitismus als Brückenideologien in rechtsextreme Einstellungsmuster. Sie verbinden sich mit anderen abwertenden Einstellungen wie Antifeminismus und Sexismus. Wir analysieren, was die Verbreitung dieser menschenverachtenden Einstellungen für die politische Kultur in Berlin bedeutet: Auf der einen Seite steht ihnen eine aktive Stadtgesellschaft mit demokratischer Haltung entgegen, auf der anderen Seite werden sie durch eine zunehmende Fragilität in der in der Zustimmung zu demokratischen Überzeugungen befördert.
Zur Methode:
Im Rahmen der vierten repräsentativen Bevölkerungsumfrage des Berlin-Monitors wurden zwischen dem 25. Juni und dem 1. August 2025 insgesamt 2.022 Berliner ab 18 Jahren befragt. Die Erhebung wurde, anders als die letzten beiden Wellen, vom Meinungsforschungsinstitut USUMA GmbH im Auftrag der Universität Leipzig durchgeführt. Ziel war es, ein repräsentatives Abbild der Berliner Wohnbevölkerung zu gewinnen und die im zweijährigen Rhythmus erhobenen Zeitreihen der vorangegangenen Studien (2019, 2021, 2023) fortzuführen. Die Erhebung erfolgte als Mixed-Mode-Befragung (TOM-Design), bestehend aus 1.405 telefonischen Interviews (CATI) und 617 Online-Interviews (CAWI). Die Datenerhebung umfasste Fragen zu demokratischen und antidemokratischen Einstellungen, Vorurteilen gegenüber verschiedenen Bevölkerungsgruppen sowie soziodemografischen Merkmalen (u. a. Geschlecht, Alter, Bildung, Einkommen, Religiosität, Migrationshintergrund).

The majority of Berliners share basic democratic beliefs, but support for democracy is becoming more fragile overall: it has fallen compared to previous surveys and is mixed with the recognition of anti-democratic system alternatives. The study makes it clear that democratic stability is not based solely on consent to democracy, but on the consistent recognition of equivalence. Anti-Semitism and anti-Gypsyism are key challenges in this regard. This was revealed by the Berlin Monitor 2025, which was released on February 23, 2026.
