Abstract: In den Jahren 1985 und 1986 wurde die Öffentlichkeit durch eine Häu fung antisemitischer Vorfälle in der Bundesrepublik und in Österreich aufgeschreckt. Besonders die heftige Auseinandersetzung um die Präsi dentschaftswahl in Österreich machte in Polemiken und Leserbriefen sichtbar, daß antijüdische Ressentiments vorhanden und mobilisierbar sind. Da die Größe dieses Potentials unbekannt war, entsprechende Umfragen lagen mehr als ein Jahrzehnt zurück, nahm die Anti-Defa mation League (ADL), New York, mit österreichischen und deutschen Forschungseinrichtungen Kontakt auf, um Antworten auf diese Frage zu erhalten. Die ADL-Direktoren Abraham H. Foxman und Theodore Freedman traten 1986 mit der Bitte an Professor Dr. Herbert A. Strauss, den Lei ter des Zentrums für Antisemitismusforschung der Technischen Uni versität Berlin, heran, die wissenschaftliche Konzeption für eine Re präsentativbefragung zum gegenwärtigen Antisemitismus in der Bun desrepublik Deutschland auszuarbeiten. Ohne die Initiative und die Finanzierung der ADL, für die wir hiermit danken, wäre es dem Zen trum für Antisemitismusforschung nicht möglich gewesen, ein derartig umfangreiches und teures Forschungsprojekt in Angriff zu nehmen. Das Recht, die Daten der Umfrage einer eigenen Auswertung zu unter ziehen, verschaffte dem Zentrum die empirische Basis, seine Forschun gen zum Antisemitismus erstmals auch auf die Gegenwart auszudeh nen.

Abstract: For more than a decade, there has been a discussion about the scope and character of a “Muslim antisemitism” in Europe, spurred on by anti-Jewish harassment and terrorist attacks by Muslims in some European countries.* However, there are only a few major studies on the attitudes of Muslims towards Jews in Europe, while larger studies on the attitude of Jews towards Muslims have so far been missing completely. Based on the data from the 2017 survey, “Attitudes towards Jews and Muslims in Norway. Population Survey and Minority Study” (CHM), it is now possible to investigate how Jews and Muslims in Norway perceive each other, whether they see opportunities for cooperation as minorities and have common experiences of discrimination, what their positioning in the Israeli-Palestinian conflict looks like, and whether it influences their mutual perception. While the focus is on the relationship between Muslims and Jews, in some cases the results for the general Norwegian population are included as a tertium comparationis, since Jews and Muslims form part of Norwegian society.
Counting Antisemites versus Measuring Antisemitism: An “Elastic View” of Antisemitism

Abstract: TIn a recent study on “Antisemitism in Contemporary Great Britain”, Daniel Staetsky introduces a promising new way of thinking about the level of antisemitism in society, which exists at different levels of intensity.1 By differentiating a more or less coherent “learned antisemitism” (the diffusion of antisemitic ideas and images) from open dislike of Jews, he proposes the concept of an “elastic view”. In this chapter, Staetsky’s concept and the different ways to measure antisemitic ideas and open dislike of Jews, as well as anti-Israelism and the relationship between antisemitism and anti-Israelism are used to analyse the data of the Norwegian Survey “Attitudes toward Jews and Muslims in Norway 2017”. Furthermore, this chapter will also examine how the legitimation of violence against Jews is influenced by the levels of antisemitism and anti-Israelism. Lastly, although the Norwegian and the British studies mainly do not use the same questions to measure antisemitism and anti-Israelism, the results for Norway will tentatively be compared with the results of the British study by looking at the underlying patterns and correlations instead of the numerical data.

Abstract: Antisemitismus ist ein aktuelles Problem in Zentraleuropa. Er ist jedoch keine der europäischen Menschheit eingeschriebene Konstante, sondern ein Phänomen, das in einem spezifischen historischen Kontext entstanden ist, als politische Einstellung, soziale Praxis und weltanschauliche Orientierung in Erscheinung trat und sich zur Legitimation auf die Tradition der christlichen Judenfeindschaft berief. Im Zuge der sozioökonomischen Umwälzungen des ‚langen’ 19. Jahrhunderts aufgekommen, war der Antisemitismus am Ende dieses Zeitalters Ausdruck der kulturellen Krise. Er wurde zu einer zivilisationskritischen Sammelbewegung, die den Juden die Schuld an allen gesellschaftlichen Konflikten und Verunsicherungen gab. Der Zusammenbruch des alten Europa durch den Ersten Weltkrieg und die verheerenden moralischen Folgen der Kriegsniederlage riefen eine Radikalisierung des Antisemitismus hervor. Antisemitische Einstellungen gehörten zum Kern der nationalsozialistischen Weltanschauung, und führten während des Zweiten Weltkrieges zum Völkermord an den europäischen Juden. Der Holocaust hatte jedoch keineswegs das Verschwinden des Antisemitismus zur Folge. Er nahm nach 1945 neue Züge an und äußert sich in Form eines Schuldabwehr-Antisemitismus, als Holocaustleugnung oder Antizionismus.

Abstract: The article uses available survey data to depict the depth and spread of anti‐Semitic attitudes across Europe. The main assumption is that European anti‐Semitism, both currently and historically, is closely tied to issues and crises of national self‐identification; for this reason, social identity theory is employed to study the varying configurations of anti‐Semitic prejudice. In most European countries, Jews are a small and socially integrated minority. Attitudes toward them are determined less by concrete experiences of cultural differences, or conflicts over scarce resources, but rather by a perceived threat to the national self‐image. This leads to an accentuation of the pertinent prejudices that blame Jews to be responsible for that threat. This perspective brings to light considerable differences between Eastern and Western Europe and the continuing influence of national traditions.

Abstract: Alerted early in 2002 by worrying news on anti-Semitic incidents in some Member States the
European Monitoring Centre on Racism and Xenophobia (EUMC) decided to commission a
report on “Manifestations of Anti-Semitism in the EU” covering the first half of 2002. The
report is based partly on short-term information provided to the authors by National Focal
Points (NFPs) of the EUMC, giving special emphasis to the period between May 15 and June
15. The NFPs are the contact points to national networks in the Member States reporting
regularly to the EUMC within its European Information Network RAXEN.
In their reports the National Focal Points were asked to cover the following issues:
– Physical acts of violence towards Jews, their communities, organisations or their
property;
– Verbal aggression/hate speech and other, subtler forms of discrimination towards Jews;
– Research studies reporting anti-Semitic violence or opinion polls on changed attitudes
towards Jews;
– Good practices for reducing prejudice, violence and aggression by NGOs;
– Reactions by politicians and other opinion leaders including initiatives to reduce
polarization and counteract negative national trends.
