The European Union as an Actor in Education against Antisemitism

Abstract

In recent years, the European Union (EU) has become a key player in the fight against antisemitism. The EU has recommended the use of the IHRA working definition of antisemitism. Its Agency for Fundamental Rights provides research regarding antisemitism. The EU developed the EU Strategy on Combating Antisemitism and Fostering Jewish Life and the Citizens, Equality, Rights and Values Program (CERV) that explicitly implement and fund measures against antisemitism. While the strategy focuses on Holocaust Education, the CERV program mostly relies on a security-focused approach. To extend the analytical and educational capacity of the EU policy combatting antisemitism, this research analyzes its potential and limits. To address gaps regarding all facets of contemporary antisemitism and its interdependencies with social conditions, the article advocates for a European civic education against antisemitism.
