Abstract: Le nombre d’actes antisémites ayant donné lieu à un dépôt de plainte est passé de 808 en 2015 à 335 en 2016. Soit une baisse de 58%. Le déploiement du plan de protection statique par l’opération Sentinelle à travers la France a, selon toute vraisemblance, contribué activement et dans des délais courts à cette baisse. Les effets à moyen et long termes des plans gouvernementaux luttant contre le racisme et l’antisémitisme sont très attendus pour continuer à réduire le nombre d’actes racistes et antisémites encore trop nombreux. Relevons derrière ces chiffres encourageants certaines réalités qui doivent être intégrées à l’analyse : -L’ultra violence et le terrorisme, qui ciblent les Juifs en France, éclipsent souvent l’antisémitisme « du quotidien ». De très nombreuses victimes d’agressions verbales ou de violences légères antisémites ne déposent plus plainte. Elles cèdent à une habituation ou à une banalisation. Le curseur de l’antisémitisme est allé si loin dans la terreur que les « signaux plus faibles » ne sont plus dénoncés ; alors que leur gravité et conséquences désastreuses restent entières. -1 acte raciste sur 3 commis en France en 2016 est dirigé contre un Juif alors que les Juifs représentent moins de 1% de la population. -Depuis de nombreuses années, il existe un glissement fort des propagandes et discours antisémites des anciens supports vers Internet. Or, à ce jour, le recensement exhaustif des incitations à la haine ou à la violence antisémites sur le Net n’existe pas. -L'antisionisme et la haine d'Israël grandissants œuvrent comme des paravents masquant, décomplexant, voire légitimant l’antisémitisme. Comment mesurer et étudier un phénomène pour le combattre si on lui permet de se dissimuler ? Comment cautionner un délit par un autre délit ?
Values and Religious Identification among Affiliated Jews in Eastern Europe

Abstract: This article analyzes data on the values of adults affiliated with the
Jewish community in Bulgaria, Hungary, Latvia, Poland and Romania.
There was wide agreement among the populations’ value prioritization,
but they are not monolithic. Overall, family-related values were more
important than materialistic values. Those in Romania were the most
religious, those in Hungary the least so.

A graphic portrayal of the data is presented and interpreted, guided
by the Schwartz axiological typology. Sub-populations by home country
and age group are compared in the context of this model. The older
cohort tends towards Family-related values, while the younger cohort
tends towards values of Hedonism and Stimulation. The placement of
the national sub-groups illustrates their relative emphasis on materialist
values versus post-materialist values of self-enhancement, which reflects
the degree of democratization of the countries and the socio-economic
level of the Jewish communities.

בשנת 2015 נלקחו 29 בני ערובה (גברים, נשים, ילדים ותינוקות) בסופרמרקט "היפר כשר". האירוע •
התרחש ב-9 בינואר 2015 .במהלך האירוע הוצאו להורג 4 בני אדם.
לראשונה הגיעה האנטישמיות בצרפת לרמה גבוהה באופן קיצוני, ללא כל קשר לסכסוך מזוין • כזה

Le recensement des actes antisémites commis sur le territoire français
réalisé par le SPCJ se fait en étroite coopération avec le Ministère de l’Intérieur.
L’antisémitisme en France en 2015 est extrêmement élevé, hyper-violent et endogène :
‣ 808 actes antisémites commis en France en 2015 ayant donné lieu à un dépôt de plainte.
Un nombre extrêmement élevé.
‣ En 2015, 29 personnes (hommes, femmes, enfants, bébés) sont prises en otage dans un
supermarché cacher le 9 janvier 2015. 4 personnes y sont exécutées.
‣ Pour la première fois, l’antisémitisme en France atteint un niveau extrêmement élevé
indépendamment de tout conflit armé au Proche Orient.
‣ En 2015, une fois de plus, les Juifs, qui représentent moins de 1% de la population totale,
sont la cible à eux seuls de 40% des actes racistes commis en France et de 49% des
violences racistes aux personnes.
‣ En France, en 2015, en moyenne, 2 actes antisémites sont recensés par la police chaque
jour.
‣ En 2015, de très nombreux témoignages de victimes d’actes antisémites évoquent leur
réticence à déposer plainte pour des insultes antisémites, des menaces ou des violences

‣ La diminution attendue du nombre d’actes antisémites après l’année
2012 – année hors norme en matière d’antisémitisme – n’a pas eu lieu
dans les proportions légitimement escomptées.
‣ Le niveau élevé de menaces antisémites crée un climat hostile où la
parole haineuse anti-juive se libère et favorise à court ou moyen terme
les passages à l’acte.
On peut aisément se figurer combien ce climat va au-delà du présent
recensement chiffré. En effet, le nombre de sites internet, blogs, forum,
mails de nature antisémite se développe de façon exponentielle sur la
toile et ces nouvelles manifestations médiatiques d'antisémitisme ne
sont toujours pas, à ce jour, comptabilisées.
‣ Depuis l’an 2000, soit depuis 14 années consécutives, le nombre d’actes
antisémites en France est très élevé.
Depuis l’année 2000, le nombre d’actes antisémites recensés est en
moyenne 7 fois plus élevé que le nombre d’actes antisémites des années
90. Sur la période, 6 personnes ont été assassinées parce que juives dont
trois enfants en bas âge.
L’antisémitisme en France ne peut plus être considéré comme un
phénomène conjoncturel lié aux évènements et conflits du ProcheOrient
; il s’agit d’un mal structurel qui n’étant pas combattu comme
tel n’a pu être enrayé à ce jour.
‣ Racisme et antisémitisme : « 40% pour moins de 1% »
40% des violences racistes commises en France en 2013 sont dirigées
contre des Juifs. Or, les Juifs en France représentent un peu moins de
1% de la population. Cela signifie que moins de 1% des citoyens du
pays a concentré 40% des violences physiques racistes commis en
France.
‣ Cette année encore les villes de Paris, Marseille, Lyon, Toulouse,
Sarcelles, Strasbourg et Nice sont les villes les plus touchées par le
nombre d’actes antisémites recensés en France.
La rétrospective des faits et tendances antisémites de ces 14 dernières
années démontre que la violence antisémite s’est installée, ancrée dans la
société. Mais élément aggravant, pour les Juifs de France c’est leur
sentiment d’isolement dans le combat contre l’antisémitisme. Or les
valeurs attaquées par ce fléau ne sont-elles pas celles de tout une Nation ?
La lutte contre l’antisémitisme se joue dans les terrains judiciaires et c’est
tout naturel puisqu’il s’agit d’abord de délits. Mais cela ne peut suffire
lorsqu’on lutte pour guérir la société d’un mal.
Il est indispensable de mettre en place un plan interministériel concret,
doté de moyens importants, notamment pour la création et le soutien de
programmes de prévention et d’éducation.
Nous appelons de nos voeux une mobilisation individuelle et collective, de
chacun, chaque jour, face à chaque acte dont il est témoin, face à toute
dérive qu’il constate autour de lui.
Si l’antisémitisme est le problème de tous, il appartient à chacun de le
combattre.

Antisemitic acts perpetrated on French soil are recorded by SPCJ
in close cooperation with the Interior Ministry.
Antisemitism in France in 2015: incredibly high, extremely violent and home-grown:

Abstract: The tendency of members of many ethno-religious groups to marry within their group has been considered evidence for the persistent role of ascription in modern society. What is the role of the family of origin in this process? To answer this question, we study the marriage choices of Jews in the Netherlands, using a unique dataset and a novel analytical approach (i.e., multilevel analyses of sibling-data). Our models show that almost a third of the variation in Jewish endogamy can be attributed to a common family factor. Measured indicators of family background point to two underlying mechanisms: the intergenerational transmission of ethnic identities and the intergenerational provision of endogamous meeting and mating opportunities. Together, these mechanisms explain 75 percent of the total family influence.

Abstract: In recent decades, Jewish education in Britain has undergone considerable changes both in organization and content. The central change has been the growth of the Jewish day school and the subsequent decline of synagogue classes (Hebrew school). This major structural transformation is likely to have long-term implications for the Jewish community. These developments have taken place against a backdrop of demographic decline and geographic concentration of the Jewish community.
The inconsistency between the demographic decrease and the expansion of Jewish day schools is the focus of this study, which describes and analyzes these developments in Jewish education and examines the origins of these trends and the factors affecting them.

Abstract: This paper presents an analysis of the mortality data of British Jews. Not much was known about mortality of British Jews until recently. Recent availability of mortality data of British Jews represents a remarkable development in Jewish demography. The study reported in this paper employs multiple comparisons of mortality schedules and places the discussion of findings within the larger analytical framework offered by the existing tradition of research into Jewish mortality across the world. This paper addresses three principle empirical questions: (1) how does the mortality of British Jews compare to the mortality of the total British population and of different subgroups within this population?; (2) how does the mortality of British Jews compare to the range of mortality schedules of developed countries?; and (3) how does the mortality of British Jews compare to those observed among Israeli Jews?. The analysis is concluded with a discussion of the results in the light of other available evidence from the literature on Jewish mortality. Specifically, the concept of Jewish pattern of mortality and its appropriateness within the context of British Jewish demography are discussed.
Outcomes of Conversion to Judaism through the Reform Movement 1952-2002

Abstract: I examined the characteristics of converts to Judaism through the Reform Synagogues, 1952-
2002, exploring the psychological impact of conversion, the nature of their Jewish identity and
the durability of their religious commitment through time. Recognising the large variation in the
Jewish practice and attitudes displayed, I also examined the influence of motivational, family
and biographical factors on their Jewish identity.
Motivation for conversion was multi-dimensional. The instrumental desire to create family
unity was identified as the most powerful motivating factor. The strength of this variable
was found to be a significant predictor of the level of behavioural changes in the converts’
Jewish lifestyle. Counter-intuitively, this motivational factor formed negative correlations
with ethnicity and a non-significant relationship with ritual behaviour.
The data highlight differences between the factorial structure of the Jewish identity of converts
and born Jews. For converts, four identity factors were identified: ritual practice, ethnic
belonging, Jewish development and spirituality. Miller et al. have identified three factors
underlying the Jewish identity of born Jews under 50: behavioural ethnicity, religiosity and
mental ethnicity. Survey data of converts has shown a clear division of ritual and ethnic
behaviours, whilst in born Jews, the same differentiation is not demonstrated.
Like moderately engaged born Jews, converts emphasised the notion of affective identity rather
than the actual performance of Jewish ritual acts, though it is clear that ‘on average’ converts
have a somewhat more intense pattern of ritual practice than born (Reform) Jews.
The majority of the converts felt content with the results of their conversion but the relative lack
of emphasis placed on Jewish continuity as opposed to the convert’s individual self-fulfilment,
can be seen as an indication of a possibility that the conversion process may only delay
demographic decline in the Jewish community for just one or two generations.

Abstract: National area classifications are now carried out as a matter of course after censuses in England and Wales. This project explores the feasibility of carrying out a similar exercise, focusing on a subset of that data – specifically, in this case, those people who chose to identify as Jewish by religion. If successful, the results may be of assistance to communal leaders in planning for the future. 875 “Jewish Output Areas” (JOAs) were created, with roughly equal-sized Jewish populations. A set of 58 variables was selected, and a series of k-means cluster analyses were carried out. The adopted solution identified eight distinct clusters – Strictly Orthodox (Haredi); Haredi-Lite; Students; Older Communities; Young Cosmopolitan Professionals; Engaged Families; Disconnected; and On the Margins. The names reflect the dominant traits identified within the clusters. Improvements to the methodology have been suggested in order to produce JOAs which exhibit greater internal homogeneity

Abstract: Soziale Beziehungen zu Einheimischen gelten in der Migrationssoziologie als eine zentrale Dimension des Akkulturationsprozesses. Auf der Basis einer Langzeitstudie über junge russisch-jüdische Migranten wird die Entwicklung sozialer Beziehungen zu Deutschen über drei Befragungszeitpunkte verfolgt. Dazu wurden aus Leitfadeninterviews Handlungsstrategien (Integration, Separation, Assimilation, Marginalität) rekonstruiert und unabhängig davon die Anzahl deutscher Netzwerkmitglieder mittels eines Network Questionnaire erhoben. Im Ergebnis zeigt sich erstens ein enger Zusammenhang zwischen Handlungsstrategien und der Anzahl tatsächlich genannter Netzwerkmitglieder. Zweitens wird deutlich, dass über die Hälfte der Migranten bei einer einmal eingeschlagenen Handlungsstrategie geblieben sind, während die anderen mehrheitlich von Separation zu Integration gewechselt haben. Hieraus folgt, dass zur Beschreibung von Akkulturationsprozessen eine Kategorisierung nach Handlungsstrategien sich nur dann empfiehlt, wenn mehrere Befragungszeitpunkte gegeben sind.

Abstract: Taking advantage of the availability of 2011 England and Wales census microdata, and recognising the importance of internal migration in shaping the size and nature of communities, this paper seeks to identify and quantify the underlying determinants of internal migration of small cultural groups. The Jewish group is one of the longest present minority groups in Britain. Three other groups (Arab, Chinese, and Sikh), which have been present in significant numbers for a much shorter period, are also examined. Multivariate binary logistic regression has been applied to data extracted from the 2011 safeguarded microdata files, to understand whether, having controlled for the variables identified, there remain residual unexplained differences between Jewish, other smaller group, and general migration levels. The study shows that the initial wide variation in migration propensity between these cultural groups is partly explained by compositional differences between groups, but that even after controlling for individual-level socio-demographic characteristics, regional location and distance of migration, cultural differences in migration behaviour remain. Overall, the study shows that there are fewer differences between Jewish and white British migration levels than for the other three groups, for whom a small but significant ‘cultural group penalty’, inhibiting migration propensity, remains.

Abstract:

This paper is based mainly on the results of the post-war Soviet censuses concerning respondents' native language and second language. The statistical data on Yiddish were studied for the former union republics of the USSR and their capitals. For Belorussia, Ukraine and the Russian Federation, the data were also studied for their different regions. In the 1994 Russian microcensus, a question on the primary language of conversation at home was asked for the first time, and the respective data concerning Yiddish in the city of Moscow and Birobidzhan ("Jewish") oblast were analyzed.

This paper was presented at the conference "Yiddish in the Contemporary World" at Oxford, 19-21 April 1998, and revised in May 2012.

Abstract: This study, which was commissioned by Partnerships for Jewish Schools (PaJeS), takes an in-depth statistical look at the demand for places for Jewish secondary schools in London over the past few years, and makes key projections for the future.

The report is authored by JPR researchers Dr Daniel Staetsky and Dr Jonathan Boyd, and grapples with an issue that has been of growing concern in the London Jewish community for some time. Parents have repeatedly spoken of their frustrations about an insufficient supply of places in Jewish schools in the area, and this is the first study in a decade to investigate this issue in statistical terms. The findings of the study were initially shared with senior representatives of the schools in summer 2016, and subsequently utilised by the schools to consider how best to remedy the situation. The data have also formed the basis of two JPR studies, privately commissioned by two of the schools in the area, to investigate their specific circumstances in greater depth.

The report demonstrates that there were an estimated 80 Jewish children who wanted a place in a Jewish school in the 2016/17 academic year, failed to gain one at that school or any other Jewish state school, and remained on the waiting list. The various projections covered by the report show that the future level of demand is expected to remain at that level over the coming few years, or increase.

Abstract: Facet Theory is used to develop a typology of values based on an
empirical study of values among French Jews. Each of the analytic tools
used revealed a unique facet of the data, which together gave a rich picture
of both the study population and the concept of values. SSA revealed
a polar structure of six categories of values arranged around a central value.
Two axes are identified, one political, one social. POSAC identified four
basic profile types of French Jews which are then re-introduced into the
SSA map. The resulting typology may be verified among other populations.
