Abstract: The present report provides an overview of data on antisemitism as recorded by international organisations and by official and unofficial sources in the European Union (EU) Member States. Furthermore, the report includes data concerning the United Kingdom, which in 2019 was still a Member State of the EU. For the first time, the report also presents available statistics and other information with respect to North Macedonia and Serbia, as countries with an observer status to the European Union Agency for Fundamental Rights (FRA). All data presented in the report are based on the respective countries’ own definitions and categorisations of antisemitic behaviour. At the same time, an increasing number of countries are using the working definition of antisemitism developed by the International Holocaust Remembrance Alliance (IHRA), and there are efforts to further improve hate crime data collection in the EU, including through the work of the Working Group on hate crime recording, data collection and encouraging reporting (2019–2021), which FRA facilitates. ‘Official data’ are understood in the context of this report as those collected by law enforcement agencies, other authorities that are part of criminal justice systems and relevant state ministries at national level. ‘Unofficial data’ refers to data collected by civil society organisations.

This annual overview provides an update on the most recent figures on antisemitic incidents, covering the period 1 January 2009 – 31 December 2019, across the EU Member States, where data are available. It includes a section that presents the legal framework and evidence from international organisations. The report also provides an overview of national action plans and other measures to prevent and combat antisemitism, as well as information on how countries have adopted or endorsed the non-legally binding working definition of antisemitism adopted by the International Holocaust Remembrance Alliance (IHRA) (2016) as well as how they use or intend to use it.

This is the 16th edition of FRA’s report on the situation of data collection on antisemitism in the EU (including reports published by FRA’s predecessor, the European Monitoring Centre on Racism and Xenophobia).

Abstract: Tarkastelemme kahden eri etnografisen aineiston pohjalta suomenjuutalaisten naisten kokemuksia antisemitismistä nyky-Suomessa. Aineistomme koostuu Ruth Illmanin Minhag Finland -hankkeessa tehdyistä suomenjuutalaisten haastatteluista (2019–2020) ja Elina Vuolan Ruumiillinen uskonto -hankkeessa tehdyistä haastatteluista (2015–2016). Vuola haastatteli vain naisia, Illmanin aineistossa on sekä naisia että miehiä. Keskitymme artikkelissamme naisiin. Myös antisemitismin kokemukset ovat joiltakin osin sukupuolittuneita. Pääasiallisena teoreettisena tulokulmana käytämme Helen Feinin (1987) kulttuurihistoriallista määrittelyä, jonka mukaan antisemitismillä on rakenteellinen, diskursiivinen ja yksilöllinen ulottuvuus. Fein kuvailee antisemitismiä kolmiona, jonka pohja on yhteiskunnan rakenteisiin upotettu juutalaisvastaisuus, joka ilmenee tietämättömyytenä, ymmärtämättömyytenä tai suorana syrjintänä. Tämän päälle rakentuu diskursiivinen ulottuvuus, joka tuo esille kulttuurisidonnaiset tavat puhua juutalaisuudesta, ja näyttäytyy stereotypioina ja ennakkoluuloina yleisessä keskustelussa. Kolmion huipulla ovat yksilön kokemukset suorasta tai välillisestä antisemitismistä omassa arjessaan. Tarkastelemme, miten Feinin malli näkyy (tai ei näy) aineistoissamme ja sitä, miten sen avulla voidaan jäsentää haastateltavien kokemuskertomuksia. Sukupuoliteoreettinen lähestymistapa puolestaan auttaa ymmärtämään koetun antisemitismin sukupuolittuneisuutta. Feinin malli osoittautui käyttökelpoiseksi, mutta jäykäksi tavaksi jäsentää arkisiin kokemuksiin keskittyvää etnografista aineistoa. Lisäksi havaitsimme, että paikkasidonnainen ja kokemuksiin keskittyvä analyysimme tuo uutta tietoa antisemitismin ilmenemismuodoista ja siinä tapahtuneissa muutoksissa Suomessa. Suomenjuutalaisten naisten kokemuksissa antisemitismi sekä uhan ja pelon tunne ovat lisääntyneet.

Abstract: This article draws on an ongoing research project that seeks to document ethnographically everyday Jewish life in Finland today. Based on the framework of vernacular religion, it approaches religion “as it is lived” (Primiano 1995) and analyses the many expressions and experiences of rules in day-to-day Jewish life as part of complex interactions between individuals, institutions, and religious motivations. Historical data, institutional structures and cultural context are put in dialogue with individual narratives and nuances, described as “self-motivated” ways of “doing” religion.

In this article, we seek to investigate what a vernacular Jewish approach to making, bending, and breaking rules amounts to in a community where increasing diversity and deep-reaching secularity contest and reshape traditional boundaries of belonging. What rules are accepted, adopted and appropriated as necessary or meaningful for being and doing Jewish? Our analysis traces how static values and conceptions of “Jewishness” give way to more flexible subjective positions as our interviewees struggle to find religiously and culturally significant models from the past that can be subjectively appropriated today. Both everyday quandaries and existential questions influence their ways of crafting vernacular religious positions. Focusing on formal and personal rituals related particularly to family life and foodways, the article shows how rules are revisited and refashioned as the traditional boundaries between sacred and secular, gendered practices and ethnic customs, are transgressed and subjective combinations are developed.

Abstract: This article introduces a new analytical model for researching vernacular religion, which aims to capture and describe everyday religiosity as an interplay between knowing, being, and doing religion. It suggests three processes that tie this triad together: continuity; change; and context. The model is envisaged as a tool for tracing vernacular religion in ethnographic data in a multidimensional yet structured framework that is sensitive to historical data and cultural context, but also to individual narratives and nuances. It highlights the relationship between self-motivated modes of religiosity and institutional structures, as well as influences from secular sources and various traditions and worldviews.

The article is based on an ongoing research project focusing on everyday Judaism in Finland. The ethnographic examples illustrate how differently these dynamics play out in different life narratives, depending on varying emphases, experiences, and situations. By bringing together major themes recognized as relevant in previous research and offering an analytical tool for detecting them in ethnographic materials, the model has the potential to create new openings for comparative research, because it facilitates the interlinking of datasets across contexts and cultures. The article concludes that the model can be developed into a more generally applicable analytical tool for structuring and elucidating contemporary ethnographies, mirroring a world of rapid cultural and religious change.

Abstract: The Fifth Survey of European Jewish Community Leaders and Professionals, 2021 presents the results of an online survey offered in 10 languages and administered to 1054 respondents in 31 countries. Conducted every three years using the same format, the survey seeks to identify trends and their evolution in time.

Even if European Jewish leaders and community professionals rank antisemitism and combatting it among their first concerns and priorities, they are similarly committed to expanding Jewish communities and fostering future sustainability by engaging more young people and unaffiliated Jews.

The survey covers a wide variety of topics including the toll of COVID-19 on European Jewish communities and a widening generational gap around pivotal issues. Conducted every three years since 2008, the study is part of JDC’s wider work in Europe, which includes its partnerships with local Jewish communities and programs aiding needy Jews, fostering Jewish life and leaders, resilience training.

The respondents were comprised of presidents and chairpersons of nationwide “umbrella organizations” or Federations; presidents and executive directors of private Jewish foundations, charities, and other privately funded initiatives; presidents and main representatives of Jewish communities that are organized at a city level; executive directors and programme coordinators, as well as current and former board members of Jewish organizations; among others.

The JDC International Centre for Community Development established the survey as a means to identify the priorities, sensibilities and concerns of Europe’s top Jewish leaders and professionals working in Jewish institutions, taking into account the changes that European Jewry has gone through since 1989, and the current political challenges and uncertainties in the continent. In a landscape with few mechanisms that can truly gauge these phenomena, the European Jewish Community Leaders Survey is an essential tool for analysis and applied research in the field of community development.

Abstract: With Finnish independence in 1917, long-awaited legislative reforms were put in force in the country. Jews gained the right to obtain Finnish citizenship. The same year, the Finnish Parliament implemented the Civil Marriage Act (CMA), allowing the country’s Jewish citizens to marry non-Jews without converting to Christianity. In 1922, the constitutional right to freedom of religion was affirmed in the Freedom of Religion Act (FRA), granting the right to practice religion in public and private and allowing Finnish citizens to refrain from belonging to any religious community altogether. The FRA also addressed the question of children whose parents belonged to different religious congregations or who were unaffiliated. The FRA defined the religious affiliation of children after their father; this was, however, against the Orthodox Jewish law (halakhah) that the local Finnish Jewish communities wished to follow, which traced a child’s religious affiliation matrilineally.

Due to the small size of the Jewish marriage market and to the secularizing tendencies of the Jewish congregations, the number of intermarriages started to grow in the early twentieth century, and soon, they became a characteristic phenomenon of Finnish Jewish realities. This resulted in a growing number of halakhically non-Jewish children. Thus, the communities faced several challenges in terms of their administration and everyday practices.

This article-based dissertation provides an overview of Finnish-Jewish intermarriages from 1917 until the present by analyzing archival materials together with newly collected semi-structured ethnographic interviews. The interviews were conducted with members of the communities who are partners in intermarriages, either as individuals who married out or as individuals who married in and converted to Judaism. The key theoretical underpinning of the study is vernacular religion, which is complemented by relevant international research on contemporary interreligious Jewish families.

The results of the study show that while most informants understand Jewish law flexibly and rarely consider themselves “religious,” the differences between the practices of intermarried men and women are remarkable. Whereas women employ creativity and “do Judaism” to establish practices they consider meaningful for their Jewishness and Jewish identity, men tend to draw on their cultural heritage and often refrain from creative practices. The study also indicates that the adult conversion of women is far more common than that of men, making conversion a gendered phenomenon in the Finnish Jewish communities. Most informants of this study “do Judaism” in various ways and often choose to perform certain traditions to strengthen their connection to Judaism and ensure Jewish continuity through their children. Intermarried members and converts form a large part of the Finnish Jewish communities, and thus the results shed light on patterns that can be assumed to characterize multiple Finnish Jewish households.

Abstract: How is the Holocaust taught in schools? How do students make sense of this challenging subject? How are people affected by visits to Holocaust memorial sites?

Empirical research on teaching and learning about the Holocaust that tackles these and other questions has grown rapidly over the past fifteen years, a period marked by the professionalization and expansion of the field. In 2013, the International Holocaust Remembrance Alliance (IHRA) decided to carry out a study to establish a picture of this emerging field of research. A multilingual expert team mandated to collect and review research in fifteen languages identified nearly 400 studies resulting in more than 600 publications. Three years of work resulted in the book "Research in Teaching and Learning about the Holocaust: A Dialogue Beyond Borders" (March 2017), which carries the field beyond anecdotal reflections and moral arguments.

This systematic review includes research conducted in most IHRA Member Countries as well as several non-member countries. The multilingual focus of the project enables cross-cultural analyses and the transfer of knowledge between various regions and countries. The book’s two parts present the research first by language and then by selected themes. This innovative transnational, trans-lingual study reflects IHRA’s core mission: to shape and advance teaching and learning about the Holocaust worldwide.

The second outcome is a set of bibliographies in fifteen languages. These bibliographies comprise references to empirical research on teaching and learning about the Holocaust. They also include abstracts or summaries of most of publications. Each bibliography includes research from a single language or related group of languages (both geographically related or linguistically related).

The International Holocaust Remembrance Alliance (IHRA) Education Research Project aims to provide an overview of empirical research on teaching and learning about the Holocaust (TLH) with a cross-cultural and multilingual perspective. The outcomes include transferring knowledge between various regions and countries, intensifying dialogue between scholars and educational decision makers and enhancing networking among researchers.

To fulfill these aims, in 2012 the IHRA established a Steering Committee and tasked a team of researchers with skills in a large range of languages. Early in the process, the decision was made to focus upon research which deals with deliberate efforts to educate about the Holocaust and to limit the search accordingly. This decision
meant there was a focus on both teaching and learning. The teaching focused on school settings – although there is also some explicit instruction at museums and sites of memory. Certainly, learning takes place in both school settings and museums/ sites of memory. This focus meant that some areas of scholarship are generally not
included in this collection. Firstly, non-empirical work, which is extensive and important, was beyond the scope of this research. Secondly, analyses of materials such as curricula, films, and textbooks were also beyond the scope.

The Education Research Project culminated in the publication of volume 3 of the IHRA book series Research in Teaching and Learning about the Holocaust: A Dialogue Beyond Borders, edited by Monique Eckmann, Doyle Stevick and Jolanta Ambrosewicz-Jacobs. The second outcome is this set of eight bibliographies. These eight bibliographies comprise references to empirical research on teaching and learning about the Holocaust. They also include abstracts or summaries of most of publications. Each bibliography includes research from a single language or related group of languages
(both geographically related or linguistically related). The research team identified almost 400 studies resulting in roughly 640 publications in fifteen languages that are grouped in the following eight language sets:
German, Polish, French, the languages of the Nordic countries, Romance languages other than French (specifically Spanish, Portuguese and Italian), East-Slavic languages (Belarussian, Russian and Ukrainian), English and Hebrew.

The bibliographies presented here contain titles in the original language and translations in English, as well as abstracts in English that were either written by the original authors, written by the research team or its contributors (or translated into English by the team). This set of bibliographies provides a unique tool for researchers
and educators, allowing them to gain insight into educational research dealing with teaching and learning about the Holocaust, not only in their own language, but also in languages they are not familiar with. We hope that this publication and these abstracts will provide a tool that facilitates research across language borders and contributes to further exchange, discussion and cooperation between researchers and educators as well as the creation of international and cross-language networks.

Abstract: This detailed and thorough report is rapidly becoming the ‘must-read’ study on European Jews, taking the reader on an extraordinary journey through one thousand years of European Jewish history before arriving at the most comprehensive analysis of European Jewish demography today.

Written by leading Jewish demographers Professor Sergio DellaPergola and Dr Daniel Staetsky, the Chair and Director of JPR’s European Jewish Demography Unit respectively, it explores how the European Jewish population has ebbed and flowed over time. It begins as far back as the twelfth century, travelling through many years of population stability, until the tremendous growth of the nineteenth and early twentieth centuries, followed by the dramatic decline prompted by a combination of mass migration and the horrors of the Shoah. Extraordinarily, after all this time, the proportion of world Jewry living in Europe today is almost identical to the proportion living in Europe 900 years ago.

Using multiple definitions of Jewishness and a vast array of sources to determine the size of the contemporary population, the study proceeds to measure it in multiple ways, looking at the major blocs of the European Union and the European countries of the Former Soviet Union, as well as providing country-by-country analyses, ranging from major centres such as France, the UK, Germany and Hungary, to tiny territories such as Gibraltar, Monaco and even the Holy See.

The report also contains the most up-to-date analysis we have on the key mechanisms of demographic change in Europe, touching variously on patterns of migration in and out of Europe, fertility, intermarriage, conversion and age compositions. While the report itself is a fascinating and important read, the underlying data are essential tools for the JPR team to utilise as it supports Jewish organisations across the continent to plan for the future.

Abstract: The Fourth Survey of European Jewish Community Leaders and Professionals, 2018 presents the results of an online survey offered in 10 languages and administered to 893 respondents in 29 countries. Conducted every three years using the same format, the survey seeks to identify trends and their evolution in time.

The survey asked Jewish lay leaders and community professionals questions regarding future community priorities, identifying the main threats to Jewish life, views on the safety and security situation in their cities, including emergency preparedness, and opinions on an array of internal community issues. Examples include conversions, membership criteria policies on intermarriage, and their vision of Europe and Israel.

The respondents were comprised of presidents and chairpersons of nationwide “umbrella organizations” or Federations; presidents and executive directors of private Jewish foundations, charities, and other privately funded initiatives; presidents and main representatives of Jewish communities that are organized at a city level; executive directors and programme coordinators, as well as current and former board members of Jewish organizations; among others.

Abstract: Artikkelin tarkoituksena on kuvata sosiolingvistisestä näkökulmasta Helsingin juutalaisten kontakteja ja kielenvaihtoja ja analysoida joitakin juutalaisten etnolektisen puheen ilmiöitä. Artikkeli tarkastelee tätä kenttää etnolektin yleisten määritelmien sekä jiddišinjälkeisen juutalaisen etnolektin (Post-Yiddish Jewish Ethnolect) käsitteen valossa.

Artikkelin ensimmäinen osa tarkastelee Helsingin juutalaisen yhteisön muodostumista, juutalaisen yhteisön monikielisyyttä ja yhteisössä tapahtuneita kielenvaihtoja jiddiaistä ruotsin kautta suomeen. Myös venäjän, saksan ja (nyky)heprean kielellä on on ollut roolinsa yhteisön monikielisyydessä. Vastoin yleistä käsitystä, Helsingin juutalainen yhteisö säilytti jiddišin kielen verrattain pitkään ruotsin ja suomen rinnalla. Jiddišin kielellä oli tärkeä sija kulttuurielämässä sekä uskonnollisessa toiminnassa. Artikkeli pohtii myös eri tekijöitä, jotka johtivat lopulta jiddišin kielen syrjäytymiseen.

Artikkelin toinen osa tarkastelee lehdissä ja juutalaisissa revyyteksteissä esiintyviä vanhan juutalaisruotsin ja juutalaissuomen parodioita. Nämä osoittavat omalta osaltaan, että valtaväestöllä oli selvä kuva siitä, mitkä olivat juutalaisruotsin tai juutalaissuomen ominaispiirteet ja että Helsingin juutalaisten kielelliseen repertoaariin kuului jiddišinvaikutteinen varieteetti. Myös tänä päivänä on havaittavissa ryhmänsisäisessä kanssakäymisessä niin ruotsin kuin suomenkin kielessä erityinen etnolektinen rekisteri, jota voidaan käyttää tunnusmerkkisissä tilanteissa (marked situations). Tämä etnolektinen rekisteri esiintyy erityisesti tilanteissa, joissa etnisen ryhmäidentiteetin rooli on keskeinen. Artikkeli tarkastelee ilmiötä kirjallisten ja suullisten lähteiden avulla ja tuo esille sen keskeisiä piirteitä.
