Abstract: Vorig jaar signaleerde CIDI een steeds antisemitischer klimaat, met name omdat uitingen in elke sector van de samenleving zichtbaar werden: werksfeer, onderwijs, sport, internet, emails. Over het gehele jaar 2002 is daarin weinig verandering gekomen. Opvallend in de cijfers over deze verslagperiode is de behoorlijke toename in 2002 van het aantal incidenten met geweld en dreiging met geweld alsmede het aantal scheldpartijen ten opzichte van 2001: respectievelijk van 62 naar 99; in totaal een toename van 60%. Voor diegenen die als Jood herkenbaar zijn, zijn deze gegevens extra bedreigend, want ze blijken in toenemende mate het slachtoffer van deze bejegeningen te worden. Veelal zijn Noord-Afrikaanse jongeren de daders. Verontrustend is ook de toename van het aantal incidenten uit het onderwijs: In 2001 zijn dat er vier, in 2002 zijn dat er 6 en in de eerste maanden in 2003 zijn 7 meldingen ontvangen. Het onderwijs zou juist een plaats moeten zijn waar tegen antisemitisme en andere vormen van racisme hard stelling wordt genomen. De stijging in 2002, schreef CIDI in mei vorig jaar, had te maken met de toegenomen verruwing van de samenleving (ook het aantal incidenten tegen moslims is de afgelopen jaren toegenomen), en vooral met het opgelaaide geweld tussen Israel en de Palestijnen in maart/april 2002. Dat toename van de anti-Joodse uitingen hier een duidelijke samenhang vertoont met het geweld in het Midden Oosten, moge blijken uit het feit dat in maart/april/mei 2002 een exceptioneel grote toename te bespeuren viel. Toen vond de operatie ‘Defensive Shield’ plaats en schetsten Palestijnen en media regelmatig het beeld dat de strijd in het Palestijnse vluchtelingenkamp in Jenin een soort opstand van het getto van Warschau was. In werkelijkheid vielen er onder de Palestijnen 55 doden en aan Israelische kant 22 doden. De strijd tussen Israel en de Palestijnen ging in de periode januari-begin mei 2003 ‘gewoon door’. Toch kreeg het geweld veel minder aandacht door de oorlog tegen Irak, hetgeen zich weerspiegelde in Nederland door een cijfermatige teruggang van antisemitische incidenten in vergelijking met dezelfde periode van het vorige jaar. Het oude stijgende niveau keerde terug. In hoeverre deze trend zich doorzet valt nu nog niet te zeggen. Vermoedelijk is deze verminderde aandacht voor Israel in de afgelopen maanden niet de enige oorzaak dat antisemitische uitingen in januari-mei 2003 in real life zijn afgenomen. Er is zich nog een ander fenomeen aan het ontwikkelen. Antizionisme, antisemitisme De meeste scheldincidenten – doch zeker niet alle – worden gepleegd door jongeren van Noord-Afrikaanse afkomst. Al vanaf 2000 wijst CIDI hierop. Deze jongeren tonen over het algemeen sterke solidariteitsgevoelens met de Palestijnen, en worden beïnvloed door Arabische Tv-zenders die de religieus-antisemitische vooroordelen die in de Arabische wereld leven, naar Europa exporteren via de schotelantenne. Sommige Arabische jongeren van de tweede en derde generatie zijn slecht in de Nederlandse samenleving geïntegreerd. Ze kennen geen onderscheid tussen Joden en Israel. De weerzin tegen de Israelische politiek wordt rechtstreeks vertaald in antisemitische uitingen jegens Joden. De Tweede Wereldoorlog is voor hen een oorlog uit een ver verleden, waarmee zij op geen enkele wijze verwantschap hebben.De verstoringen van de dodenherdenking in 2003 laten dat zeer scherp zien. Sommigen misbruiken de Tweede Wereldoorlog zelfs om bewust te provoceren. Maar het gaat niet alleen om een relatief kleine groep Arabische jongeren. De samenleving lijkt steeds minder in staat een discussie over Israel zonder vooroordelen over Joden te voeren. Gretta Duisenberg vergelijkt de Israelische politiek met Nazi-praktijken. Wel voegt zij er nog ‘genuanceerd’ aan toe “uitgezonderd de Holocaust”. Juridisch is dat wellicht niet puur antisemitisch, maar deze uitingen kwetsen Joden wel. Evenals haar opmerking over de macht van de Joodse lobby waaraan het politieke succes van Israel te danken zou zijn en haar opmerking 6 miljoen handtekeningen te willen ophalen. Getuige de uitspraak van het Openbaar Ministerie van 23 december 2002 heeft zij met haar laatstgenoemde uitspraak bijgedragen aan het ‘het vergiftigen van de atmosfeer waarin in Nederland het politieke debat moet plaatsvinden’. Zij balanceert regelmatig op de scheidslijn tussen antizionisme en antisemitisme. Zij bedient zich daarbij van anti-Joodse uitlatingen uit frustratie over de situatie van de Palestijnen. Dat is een oud fenomeen, immers al vanaf de Middeleeuwen krijgen Joden de schuld van allerlei misstanden. Kennelijk is ook zij, en zij is bepaald niet de enige, niet in staat onderscheid te maken tussen Joden en de Israelische politiek. De scheidslijn tussen antisemitisme en kritiek op Israel is inderdaad dun. Laten we het nogmaals stellen: kritiek op Israel als staat, zijn beleid of op de mensenrechtensituatie is geen antisemitisme, hoogstens een politiek verschil van mening. Maar er zijn legio situaties waarin die kritiek gepaard gaat met oneigenlijke beschuldigingen die met de situatie ter plaatse niets van doen hebben. Die beschuldigingen hebben bijna altijd te maken met een negatieve interpretatie van de geschiedenis en de godsdienst van het Joodse volk. Oud-hoogleraar politicologie en moderne geschiedenis Peter Pulzer (Oxford University) heeft in een recent artikel ‘The new antisemitism, or when is a taboo not a taboo?’ een toets ontwikkeld die helpt met het onderscheiden van antisemitisme van anti-Israel kritiek. We geven die toets hier enigszins aangepast weer: Heeft de betrokken persoon die de uitlating deed: niet alleen specifieke individuen of organisaties in Israel bekritiseerd, maar ook anonieme collectieven, zoals de Joodse lobby, de Joodse gemeenschap of de Joodse stem? de economische positie van Joden, betrokkenheid van Joden bij media of één van de andere zogenaamde Joodse eigenschappen benadrukt of overdreven? geklaagd dat elke kritiek op Israel automatisch als antisemitisme wordt betiteld? de Israelische regering vergeleken met nazisme en het optreden van het Israelische leger met de SS, Holocaust of genocide? om boycots en sancties gevraagd die alleen tegen Israel gericht zijn, terwijl hij dat nog nooit heeft gedaan bij andere ernstige zaken in deze wereld? Als het om beeldmateriaal gaat, dan luidt de aanvullende vraag: Heeft de kunstenaar/tv-maker: de davidster gebruikt om Israel´s militaire apparaat te identificeren? met een keppeltje Israelische politici aangeduid? Swastika´s gebruikt om de Israeli’s of zionisten te identificeren? Israeli´s of zionisten geportretteerd op een voor Joden karikaturale wijze? Als één of meerdere van bovenstaande vragen met ja beantwoord worden, dan komt de persoon die de uitlating heeft gedaan in de gevarenzone en wordt de scheidslijn tussen anti-Israel gedrag en antisemitisme al snel overschreden. Dit gebeurde bijvoorbeeld bij de anti-Israel demonstratie in Amsterdam op 13 april 2002. Daar werd Sharon vergeleken met Hitler en werden davidsterren gelijkgesteld aan swastika’s. Dit soort uitingen hebben niets meer met het gewone protest tegen Israel te maken. Daarom neemt CIDI ze op in zijn rapport. In geval van vagere scheidslijnen, kiest CIDI voor een voorzichtiger koers en wordt de melding niet opgenomen. Dit is wellicht ook één van de oorzaken waarom het aantal antisemitische incidenten in ons rapport over de eerste vijf maanden van 2003 getalsmatig is teruggelopen. Verder mag niet vergeten worden dat sinds de vorige rapportage zowel aan Islamitische als aan Joodse kant initiatieven ontplooid zijn om beter met elkaar in gesprek te komen. Ook dit heeft wellicht tot een afname van de incidenten vergeleken met dezelfde periode in 2002 geleid. Dat zou een positieve ontwikkeling zijn. Joods wereldcomplot Op het internet wemelt het van personen die menen dat er een wereldsamenzwering van de Joden is om andere mensen te overheersen. In de Arabische staten is die beschuldiging al langer ingeburgerd en zijn de ‘Protocollen van de Wijzen van Zion’ populair als tv-serie. Dit schotschrift uit de tijd van de Tsaren gaat uit van een Joods wereldcomplot. Het heeft in het begin van de twintigste eeuw tot bloedige pogroms in de Oekraine en Rusland geleid. Hoe sterk die gedachte thans in de Arabische media leeft, bleek ook uit de reacties op de oorlog in Irak. Daar kon je alom de beschuldiging horen dat het Amerikaanse optreden tegen Saddam Hussein was bekokstoofd door de Joodse lobby. Dit soort onderbuikgevoelens komt nu bijna achteloos ook in het Nederlandse politieke discours terecht. Voorbeelden zijn de eerder genoemde uitglijers van Gretta Duisenberg, maar ook het artikel over Paul Verhoeven in Veronica Magazine, de (herroepen) uitlating van Adam Curry in ‘Met het oog op morgen’ en niet te vergeten het boek van Peter Edel met het voorwoord van Karel Glastra van Loon. Het zijn juist die terloopse opmerkingen in het openbaar over de Joodse wereldmacht in fatsoenlijke bladen of radioprogramma’s of het zonder meer plaatsen van een antisemitische column in een veel gelezen krant die zorgen baren. Nederland is daarin overigens geen uitzondering. Europa Juliane Wetzel, werkzaam bij het Centrum voor Antisemitisme Onderzoek in Berlijn zegt dat de meest voorkomende vorm van hedendaags antisemitisme in Europa de Joodse complottheorie is, zowel binnen rechts als links. Antiglobalisten droegen onlangs in een demonstratie in Duitsland een bord mee, waarop Uncle Sam was afgebeeld met een Joodse haakneus. Aan zijn vinger hangt aan een zijden draadje de globe: Joden bepalen de wereld, ook die van de Amerikanen…. Een onderzoek van het Forum for Countering Antisemitism bevestigt dit beeld. Dit instituut constateert dat zich in vele landen een sfeer van haat aan het ontwikkelen is tegen zowel Israel als Joden, waarin beiden verantwoordelijk worden gehouden voor al het kwaad in de wereld. Het Forum volgt deze ontwikkeling en constateert dat Islamitische organisaties, extreemrechts en extreemlinks elkaar hebben gevonden daar waar het gaat om de Joden als schuldigen aan te wijzen voor alles wat zij mis vinden in onze samenleving. In Nederland is de neonazistische Weerwolf groepering van Eite Homan hiervan een voorbeeld. Deze verspreidt via een Amerikaanse website extreemrechtse Jodenhaat en roept tegelijkertijd op tot de Palestijnse strijd tegen Israel. Het Steven Roth Instituut van de Universiteit van Tel Aviv, dat onderzoek doet naar antisemitisme wereldwijd en waaraan ook CIDI zijn medewerking verleent, stelt over 2002 een dramatische toename van het aantal incidenten vast. Vooral het feit dat antisemitische activiteiten verschuiven van totalitaire staten naar westerse democratieën noemen de onderzoekers ‘alarmerend’. Wereldwijd vonden in 2002 en begin dit jaar 311 zeer ernstige agressieve incidenten tegen Joden buiten Israel plaats, waarbij in 56 gevallen wapens werden gebruikt. De agressie is vooral toegenomen in Frankrijk, België en Engeland. Maar ook in Noord-Amerika en Rusland is het aantal incidenten gestegen. In Oost-Europa en Zuid-Amerikaanse landen heeft het dezelfde omvang als het voorgaande jaar. In België en Frankrijk werden synagogen in brand gestoken en Joden neergestoken. Tegen deze achtergrond valt hetgeen zich in Nederland tot nu toe heeft voorgedaan mee.

Analyse

Depuis le début de l’année 2002, nous avons pu recenser 62 actes hostiles à la communauté juive de Belgique. Le mois d’avril est celui qui a connu le plus d’actes recensés (13 violents et 12 idéologiques).

Cette période correspond au début de l’Opération Rempart dans les territoires palestiniens. Les villes les plus touchées sont Bruxelles (45), Liège (8), Anvers (6) et Charleroi (2).

Les individus sont la première cible des actes violents (39), tandis que 23 actes contre des bâtiments communautaires ont été recensés depuis le début de l’année 2002.

Il semblerait que cette hausse des actes antisémites soit directement liée à l’actualité des dernières semaines en Israël.

Religious Practice and Cultural Politics in Jewish Copenhagen

Abstract: The small Jewish community of Copenhagen is one of the most liberal and assimilated in Europe. In its liturgy, its leadership, and its ritual practice, however, it maintains strictly orthodox forms. In this article, I examine how this orthodox dominance has persisted, despite the often vigorously expressed dissatisfaction of the liberal majority. I argue that the confluence of Jewish religious forms with the cultural setting of contemporary Denmark tends to confer control over ritual practice on the orthodox. The interaction of Jewish institutional structures with Danish social patterns leads to orthodox social control, whereas the interaction of Jewish religious ideas with the Danish cultural setting promotes cultural control. These outcomes have implications for social scientific approaches to contemporary conservative religious movements, which have often been characterized primarily as forms of opposition to modern social change. The political dynamics of such movements are not simple reflections of a broad opposition between tradition and modernity; they emerge out of the intricate and often unpredictable interplay of religious structures with the social and cultural worlds within which those structures are embedded.
Towards "cultural competence' from a Jewish perspective : an Interpretative Phenomenological Analysis of the lived experience of Jewish mothers living in North West London

Abstract: Much research recognises the clinical value of considering clients' cultural context. 'Cultural competence' may be considered the balance between sensitive practice and an awareness about particular cultural groups. 'Jewishness' is a powerful influence on the majority of Jewish people, regardless of religiosity. Jewishness incorporates more than Judaism, for example, it includes Jewish history, ethnicity and culture. This research aims to help therapists work with Jewish families by familiarising them with aspects of Jewishness, in order to gain insight to the 'lived experience' of contemporary, British, Jewish families, so as to consider the potential clinical implications of Jewishness and develop cultural competence. Semi-structured interviews were conducted with eight British-born, culturally, rather than religiously, Jewish mothers aged between 30 and 39. The interview transcripts were analysed using an Interpretative Phenomenological Analysis methodology. Ten themes (^entity', Tradition and Culture', 'Characteristics', 'Family', 'Community', 'Continuity', 'Difference and Similarity', 'Fear', 'Feelings' and 'Services') were derived from the analysis and considered in terms of clinical implications. For example, the women spoke about a (sometimes) inexplicable 'bicultural' identity and the significant impact of Jewish history. These issues may inhibit Jewish clients from speaking about the relevance of their Jewishness with non-Jewish therapists. Suggestions were made for developing a Jewish cultural, historical and political perspective, so that beliefs, behaviours and characteristics are not misinterpreted and 'therapeutic safety' for Jewish clients is maximised. Other recommendations included using cultural consultants and adopting a systemic framework. Issues that may be particularly difficult for Jewish families were discussed and recommendations for future research made.

Abstract: The educational reforms that are at the heart of the British Government’s plans for its second term include an explicit call for more faith-based schools. This paper examines Jewish day schools as examples of these. It considers attempts by community leaders to defend Jewish identities and promote religious ways of life through the construction and maintenance of socio-spatial educational boundaries. The nuanced ways by which parents accept, resist or try to bypass the aims and objectives of community leaders is also discussed.

Guarding the Tongue: A Thematic Analysis of Gossip Control Strategies among Orthodox Jewish Women in London

Abstract: This paper describes the views and experiences of Strictly-Orthodox Jewish women with respect to the metapragmatic ethos of Shmiras HaLoshon (monitoring one's talk, literally 'guarding the tongue'). Eight extended interviews were conducted with Strictly-Orthodox women and teenagers in London, and salient themes were identified, namely:

(1) Loshon Hora ('evil talk') is the prime exemplar of bad talk.

(2) Loshon Hora is the hardest (one of the hardest) things to avoid, because it is so easy to do.

(3) The perceived consequences of Loshon Hora are very serious.

(4) Great caution/various strategies are employed in order to not speak Loshon Hora.

(5) Perceived gender differences exist in proneness to speak Loshon Hora.

(6) One is reponsible for monitoring others.

(7) Young children can be(come) aware of the issues.

Subjects appeared to take this aspect of religious observance very seriously, and were taking active steps to promote observance. Social desirability bias may be an inappropriate concept for explaining our participants' behaviour. It is also suggested that the perceived importance of Shmiras HaLoshon may be important in helping to maintain community cohesion and preventing conflicts, by improving respect for privacy and reputation in a community where gossip is attractive but divisive.

Les agressions antisémites ont connu une explosion sans précédent alors qu'un discours de dénigrement s'est répandu dans les médias et le débat public qui a touché Israël, mais aussi la communauté juive française. Faut-il y voir un dérapage ponctuel ou le symptôme d'un phénomène plus profond? Est-il lié uniquement aux événements du Proche-Orient ou à des logiques purement françaises ? Et si tel est le cas, sont-elles uniquement relatives aux " tensions inter-communautaires " qui opposeraient, selon la rumeur publique, Juifs et Arabes dans une société qui assisterait en spectatrice désolée ou scandalisée à de tels débordements ? Tous ces événements sont certes liés, mais ils se passent avant tout en France et concernent pour la plus grande part des citoyens français. Le mérite de ce livre est d'en sonder la cohérence sociologique, idéologique et politique, spécifiquement française. L'enjeu, gravissime, n'est pas simplement la laïcité mais l'identité nationale, devenue le tabou d'un système idéologique dominant qui vise à la défaire, celui-là même qui produit une nouvelle question juive mais bloque aussi l'intégration de la population immigrée. Stubborn identities and the construction of socio-spatial boundaries: ultra-orthodox Jews living in contemporary Britain

Abstract: Despite ultra-Orthodoxy being the fastest growing component of the British Jewish community (and Jewry worldwide), it has received little academic coverage by geographers. This paper provides an in-depth examination of a community of ultra-Orthodox Jews in Broughton Park, Manchester. It maps out the residential concentration of these Jews and, using in-depth qualitative interviews, discusses the construction of socio-spatial boundaries that are used to define and mark out ‘them’ from ‘us’. Through this the paper contributes to wider geographic discussions about identity, segregation and religion. It shows how the power of religion to define people's beliefs and everyday practices remains, for certain groups, extremely strong.

Abstract: Soziale Beziehungen zu Einheimischen gelten in der Migrationssoziologie als eine zentrale Dimension des Akkulturationsprozesses. Auf der Basis einer Langzeitstudie über junge russisch-jüdische Migranten wird die Entwicklung sozialer Beziehungen zu Deutschen über drei Befragungszeitpunkte verfolgt. Dazu wurden aus Leitfadeninterviews Handlungsstrategien (Integration, Separation, Assimilation, Marginalität) rekonstruiert und unabhängig davon die Anzahl deutscher Netzwerkmitglieder mittels eines Network Questionnaire erhoben. Im Ergebnis zeigt sich erstens ein enger Zusammenhang zwischen Handlungsstrategien und der Anzahl tatsächlich genannter Netzwerkmitglieder. Zweitens wird deutlich, dass über die Hälfte der Migranten bei einer einmal eingeschlagenen Handlungsstrategie geblieben sind, während die anderen mehrheitlich von Separation zu Integration gewechselt haben. Hieraus folgt, dass zur Beschreibung von Akkulturationsprozessen eine Kategorisierung nach Handlungsstrategien sich nur dann empfiehlt, wenn mehrere Befragungszeitpunkte gegeben sind.

Abstract: In this article I offer a comparative view on two merchant diasporas residing in the British crown colony of Gibraltar: the Sindhi Hindus and the Sephardic Jews. Diasporic groups have often been defined through their relationship to their homeland and/or place of residence. Based on fieldwork among these two groups I argue that their identifications, their culture and their social structure cannot be understood by focusing solely on local life and on the relationship to the homelands. A complete understanding must take account of a third spatial connection: the links between the individual communities that create a new and unique field of discourse, symbols and practice. This third connection is emblematic for the working of pre– and postmodern capitalist networks. The article examines this issue in relation to religion, education, politics and other arenas of life in Gibraltar and wider diasporas, drawing upon anthropological concepts of boundaries and borders, which are here conceived as ‘zones–in–between’. The research demonstrates how both local and global changes since 1945 have resulted in the contrasting paths taken by Sindhis and Jews in Gibraltar.

Abstract: Since the late 1980s, one of the world's largest Jewish populations has faced a unique dilemma: at the very time it has gained unprecedented freedoms, Soviet and post-Soviet Jewry has encountered political uncertainty, economic instability, and resurgent antisemitism. Jews in the former Soviet Union have been a population teetering simultaneously on the edge of decline and revival, and have had to decide whether to take advantage of the new opportunity to revive Jewish life and rebuild Jewish communities, live in the newly established states but disappear as Jews, or abandon their former homes and emigrate to Israel or elsewhere. Jewish Life after the USSR is the first book to study post-Soviet Jewry in depth. This paper addresses the following two questions: Is the rate of intermarriage among Jews in Canada changing over time? What is the impact of intermarriage, with respect to the religious identities of children of exogamous unions? Particular focus is placed on defining the study population since it varies somewhat from the classification used by a number of studies of the Jewish community in Canada. Although the work is primarily descriptive, an attempt is made to conduct relatively simple multivariate analyses. This paper concludes with a summary of the findings, a discussion of the limitations of the analysis and some directions for future research on this topic.

Abstract: Since its founding in 1906, the American Jewish Committee (AJC) has been committed to securing the civil and religious rights of Jews. AJC has always believed that the only way to achieve this goal is to safeguard the civil and religious rights of all Americans. As part of this effort, AJC filed its first amicus curiae, or "friend of the court," brief in the U.S. Supreme Court in 1923. In that case, Pierce v. Society of Sisters of the Holy Names of Jesus and Mary, 268 U.S. 510 (1925), AJC supported a challenge to a Ku Klux Klan-inspired Oregon statute, aimed at Catholic parochial schools, which required that all parents enroll their children in public school or risk a criminal conviction. The Supreme Court's decision was a victory for religious freedom. The Court struck down the law unanimously, ruling that parents have a right to determine where and how their children are to be educated. Since that time, AJC has been involved in most of the landmark civil and religious rights cases in American jurisprudence. These cases have addressed the issues of free exercise of religion; separation of church and state; discrimination in employment, education, housing, and private clubs based on religion, race, sex, and sexual orientation; women's reproductive rights; and immigration and asylum rights. This litigation report describes and summarizes those cases in which AJC has participated recently.

Abstract: As for the institutions of the Jewish community - the subject of this essay - organizations that speak for the Jews rarely engage in serious debate with one another. To some extent this absence of sustain debate is inertial: during the middle decades of the 20th century the Jewish community had achieved such widely agreement on key issues that it continues to act as if the earlier consensus is still strong. But on a deeper level many communal leaders fear debate, and they strive instead to paper over differences rather to bring genuine disagreement into the open.
